The proposal is an aquatic
habitat enhancement and maintenance project within Mill
Pond Park. The project involves upland rehabilitation of the park; reconstruction of an
existing culvert; placement of fill behind headwalls and revegetation of the slope for
stabilization; wetland plantings along the south shoreline; the removal of fanwort,
spatterdock, and phragmites in various areas of the pond by application of an approved
herbicide; removal of purple loosestrife by hand; dredging of 8085 cubic yards of
sediments and organic debris from various areas in the pond with deposition of the
dredged material at either an approved lined landfill or a site with a BUD. The final
disposition of the dredged material will be based on testing of the material by the
contractor prior to dredging and dredging will not commence until the disposal location is
approved by NYSDEC, Division of Solid and Hazardous Waste. The property is located
at Mill Pond Park, Merrick Road, Bellmore, Town of Hempstead, County of Nassau,

The applicant proposes to dredge a portion
of the channel leading into Kennilwood Lagoon to a
depth of 1.5 feet below apparent low water and place the beach compatible dredge material on an
adjacent beach. Dredge material not appropriate for beach placement will be placed on a lot
adjacent to the lagoon. The total amount of material to be dredged is estimatd to be 193 cubic
yards. Kennilwood Lagoon is considered a NYSDEC regulated tidal wetland and the dredging

The applicant plans to operate a laundromat
and proposes a discharge of 43,000
gallons per day of laundry wastewater to groundwater from an Aquarelle Generation II
filtration water treatment system at the applicant’s facility located at 1 Glenmere Lane,
Coram, Brookhaven, Town, Suffolk County. The Department has made a tentative
determination to issue a permit for a State Pollutant Discharge Elimination System
permit under Article 17 of the Environmental Conservation Law. This tentative
determination indicates that the discharge regulated under this statute is considered to
satisfy regulatory standards for permit issuance, based on information available to the
Department at this time. As a tentative determination, the Department seeks comments
on the proposed regulated activity prior to making a final decision on permit issuance.
As such, this tentative determination does not signify department approval for, or
