Dutchess County - The Planning Board of the Town of Poughkeepsie, as lead agency, adopted a Positive Declaration of Significance on August 19, 2004 and scheduled a Public Scoping Session for September 28, 2004 at 7:00 p.m, at the Town Hall, One Overocker Road, Poughkeepsie, NY 12601. The “Casperkill Residential Subdivision” is a 469 lot residential cluster subdivision on a 347.67 acre property located in a residential R-20 (20,000 square foot lot) Zoning District. The project is located on the East side of Route 9, approximately 1,900 feet South of the intersection of Route 9 and IBM Road, having street address 2330 South Road, Poughkeepsie, NY 12601.

The comment period for the State Pollutant Discharge Elimination System (SPDES) draft permit for the Shandaken Tunnel outfall into the Esopus Creek has been extended until October 18, 2004. The original notice was published in the August 4, 2004 ENB.
Sullivan County - Notice is hereby given that a public hearing will be held by the Planning Board of the Town of Thompson at the Town Hall, 4052 Route 42, Monticello, NY on September 22, 2004 at 7:30 p.m. to consider the application of Dobson Cellular Systems dba Cellular One in accordance with Article IX, Section 250-55 of the Town code of the Town of Thompson, for co-location on an existing cell tower. Property is located on Old Route 17 being tax map #32-1-1.
Westchester County - The Village of Rye Brook Board of Trustees, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Bowman Avenue Development Application. A public hearing on the Draft EIS will be held on September 28, 2004 at 7:30 p.m. at the Village Hall, 938 King Street, Rye Brook, NY. Written comments on the Draft EIS will be accepted until October 29, 2004 or 10 days after the close of public hearing, whichever date is later. The action involves the construction of four (4) buildings, one of which will contain a restaurant and three of which will contain residential dwelling units, parking facilities, lighting, landscaping and related site development. The project is located in the Village of Rye Brook, Westchester County, NY.

Westchester County - The Tarrytown Planning Board and the Tarrytown Board of Trustees, as lead agencies, have accepted a Draft Environmental Impact Statement on the proposed Ferry Landings. A public hearing on the Draft EIS will be held on September 27, 2004 at 8:00 p.m. at the Village Hall, 21 Wildey Street, Tarrytown, NY. Written comments will be accepted until the close of the public hearing. The action involves a mixed-use development of townhouses, offices, professional offices with apartments on upper floors, parking areas and one restaurant on a 30 acre site bounded by West Main Street to the north, and the Hudson River to the west. The project is located on West Main Street, in the Village of Tarrytown.

Rockland County - The Town of Ramapo, as lead agency, has accepted a Draft Supplemental Environmental Impact Statement on the proposed New Comprehensive Zoning Law of the Town of Ramapo. A public hearing on the Draft Supplemental EIS will be held on September 27, 2004 at 7:30 p.m. at the Spring Valley High School, 231 Route 59, Spring Valley, New York. Written comments on the Draft Supplemental EIS will be accepted by the contact person until 10 days after the close of the public hearing or 30 days after the filing of the notice of completion whichever date is later. The action involves the adoption of a proposed new Zoning Law. The Zoning Law pertains only to the unincorporated area of the Town. The new Comprehensive Zoning Law will replace the current Zoning Local Law contained in Chapter 376 of the Revised Code of the Town of Ramapo.

Westchester County - The Somers Central School District Board of Education, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Expansion & Rehabilitation Project 2004, Somers Central School District. The action involves The Board of Education considering various additions and alterations to School District properties and buildings at two sites, which will require approval of a bond referendum by the residents of the District. The scope of the project presented in the EIS includes the following improvements:
Elementary and High School sites are located on NYS Route 139 approximately 0.6 mile south of its intersection with US Route 202, and the Intermediate and Middle School sites are located on US Route 202 approximately 0.5 mile west of its intersection with NYS Route 100, in the Town of Somers, Westchester County, New York.
