The Department has prepared
a draft permit pursuant to Article 19 (Air Pollution Control)
of the NYS Environmental Conservation Law and made a tentative decision to approve
an application for an Air State Facility Permit for Wilcox Press Inc., located at 17 Hall
Woods Road, Ithaca, NY, Town of Dryden. The purpose of the draft permit is to replace
an existing Certificate to Operate with an updated Air State Facility Permit, and include
federally enforceable permit conditions which limit (cap) facility wide emissions below
the applicability levels of 6 NYCRR Part 201-6 and 40CFR70, Title V permitting.
Wilcox Press Inc. is a commercial
printing facility primarily consisting of heat set web
offset lithography printing presses for producing magazines, catalogs, brochures and
similar products. The volatile organic compound (VOC) and hazardous air pollutant
(HAP) emissions from the printing press dryers are controlled by a regenerative thermal
oxidizer, which has been stack tested and demonstrated compliance with the control
requirements specified in 6 NYCRR Part 234, Graphic Arts. The facility also consists of
paper baling operations controlled by a fabric filter, and various exempt activities
including combustion installations, thermal packaging operations, ultraviolet curing
operations, and miscellaneous material handling operation
The permit establishes facilitywide
federally enforceable emission caps for volatile
organic compounds and hazardous air pollutants to keep the facility below the following
major source thresholds: (a) 50 tpy VOC; (b) 25 tpy aggregate HAPs; (c) 10 tpy
individual HAP. The permittee is required to maintain records and monitor facility
emissions to verify compliance with permit conditions and limits, and to submit an
annual capping certification report in accordance with 6 NYCRR Part 201-7.
The application, draft permit,
relevant supporting materials and regulations are available
for review during normal business hours at the DEC office provided in this notice.
Comments of support or objection may be made by filing a written statement by the
deadline date indicated. DEC may schedule a public hearing based upon an evaluation of
the nature and scope of any written objections raised. Hearing notices will contain
instructions on filing for party status and submitting comments.
