The proposal is for the
construction of a re-aligned County Route 82 (formerly CR 22)
Bridge across the East Branch Ausable River which is designated as Recreational under
the Wild, Scenic and Recreational Rivers Act. The project involves construction of a re-aligned
CR 82 (former CR 22), from Route 9N to where it will rejoin Glen Road near
Howard Drive, and construction of a re-aligned connector road from North Jay Road to
the re-aligned CR 82. In addition, the North Jay Road and Glen Roads are being
terminated with installation of cul-de-sacs to the north and south, respectively of Town of
Jay Park. A system of trails for pedestrian and bicycle access will be created in and
around the Town of Jay Park near the Jay Covered Bridge site. Water Quality
Certification will be required for impacts to approximately 0.74 acres of federally
regulated wetlands. In order to compensate for unavoidable wetland impacts, the
applicant proposes to construct approximately 1.095 acres of replacement wetlands. The
bridge would be located in the Hamlet of Jay, approximately 400 feet downstream of the
present temporary bridge and former site of the Jay Covered Bridge which following its
reconstruction, would be reset on its original alignment for non-vehicular uses.
