    The NYS Department of Environmental Conservation proposes to modify the State Pollutant Discharge Elimination System (SPDES) Permit for the existing discharge from the Village of Great Neck Water Pollution Control Plant (WPCP).  The modifications include the following:

    The new LIS TMDL for Nitrogen requires reduction of nitrogen over a period of 15 years have been integrated into the permit.  The new limits are consistent with 5, 10, and 15 year waste load allocations (WLAs) for Zone 10.  A compliance schedule is included requiring the permittee to identify the methods, operations or facilities necessary to achieve compliance.

    New effluent limits on Total Residual Chlorine (TRC) have been calculated.  Interim limits will be in effect until the permittee can meet the new limits.  A compliance schedule requiring engineering design and an implementation schedule is included.  The TRC limit was lowers from 4.5 mg/l to 2.0 mg/l to be consistent with other sewage treatment plants on the north shore of Long Island.

    Monthly limits on total coliform are included to protect due to shellfishing in LIS.

    Monitoring requirements for total Phosphorus and ortho-phosphates are included

    A compliance schedule is included requiring sampling for three months for copper and zinc.

    The Village of Great Neck WPCP is located at 265 East Shore Rd in Great Neck and discharges to Manhasset Bay.

The applicant proposes to install a new well to a depth of 250' with a pump capacity of 125 gallons per minute.  The purpose of the proposed well is irrigation of turf and plants. The proposed project is located at 67 Feeks Lane, Locust Valley,  NCTM # 29-J-205

The applicant proposes to construct a dwelling, driveway, decking, elevated catwalk and septic system.   Regulated tidal wetlands and freshwater wetlands are on or near the property.  Clearing and ground disturbance is proposed within 90 feet of the freshwater wetland boundary, the dwelling is proposed more than 100 feet from the freshwater wetland boundary.  The project is located at Old Neck Road, Center Moriches, Town of Brookhaven, Suffolk County, SCTM #0200-972.0-2-3.  

The applicant proposes to construct a single family dwelling, deck, driveway, septic system, retaining wall and 665 cubic yards of clean sand and gravel. The property is located at the n/e/c of Daisy Drive and Grove Road, SCTM#200-982.1-3-17, Mastic Beach, Brookhaven Town, Suffolk County, FWW#M-20, Pattersquash Creek.

The applicant proposes to construct and operate a 121 acre expansion (Proposed Phases 11-16) to an existing clean fill landfill on 150.7 acres of property within a 286.4 acre parcel.  The 150.7 acre parcel has been historically mined for sand & gravel and there is an existing proposal by Broad Hollow Estates, Inc. & West Hills Silica Mining Corp. (NYSDEC Application # 1-4726-00330/00003) to further mine the affected acreage prior to its use as clean fill landfill.  The project sponsor previously operated a 67 acre clean fill site (Phases 1-6) and is currently operating a 68.7 acre clean fill landfill (Phases 7-10, NYSDEC Permit # 1-4726-00490/00003) within the same 286.4 acre parcel.  The proposed project is located at 136, Bethpage/Spagnoli Road, Melville, Town of Huntington, Suffolk County 11747.  300' north of Spagnoli Road, 1500' west of Broadhollow Road (Route 110), 3500' south of the Long Island Expressway.  

The Department of Environmental Conservation has made a tentative determination to issue a State Pollutant Discharge Elimination System (SPDES) permit under Article 17 of the Environmental Conservation Law for a series of existing discharges to groundwater at the Calverton Enterprise Park, a manufacturing, warehouse and commercial development located in Calverton, Town of Riverhead. The discharges include steam plant cooling water, stormwater from the secondary containment areas of several oil storage tanks, and sanitary wastewater. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought. The applicant proposes an existing discharge of approximately 11,000 gallons per day of treated  sanitary wastewater and stormwater to McKay Lake, a class C waterbody tributary to the Peconic River, from an activated sludge treatment plant located in the Calverton Enterprise Park in Calverton, Town of Riverhead. The plant was originally constructed to treat wastewater generated by the industrial activities of the site's former operator and owner, Northrop-Grumman Corporation and the US Navy, respectively, but is now operated as a municipal facility. The Department of Environmental Conservation has made a tentative determination to issue a State Pollutant Discharge Elimination System (SPDES) permit under Article 17 of the Environmental Conservation Law. This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance. As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought. The applicant proposes to subdivide a 2.61 acre parcel into two lots, one measuring 1.38 acres, and the other 1.17 acres.  A single family dwelling is situated on the larger of the two proposed parcels.  While the second lot is vacant, it is anticipated that it would be developed for one single family residence.  However, no action other than the subdivision would be approved under the present application.  The existing parcel is bounded by Nissequogue River Road on the west, Old Mill Road on the northwest and Town of Smithtown parkland on the northeast and east.  The parcel lying to the south is privately owned and developed.  

The applicant proposes to construct a single family dwelling with porch, driveway and septic system within the adjacent area of a NYS regulated Freshwater Wetland (FWW# MT-13).  The dwelling, driveway and septic system are proposed within 41 feet, 75 feet and 53 feet of the freshwater wetlands at this site, respectively.  Since a portion of the project is located within 300 feet of a basin adjacent to Red Creek Pond,  a Tidal Wetlands permit is also being applied for.  The project is located at 7 Duckwood Lane, Hampton Bays, Town of Southampton, SCTM# 0900-172.1-1-4.

tHE APPLICATION PROPOSES TO CONSTRUCT A DWELLING, PORCH, DRIVEWAY AND SEPTIC SYSTEM.  REGULATED FRESHWATER WETLAND # Q-2 IS LOCATED ON OR THE PROPERTY.   THE APPLICANT IS PROPOSING TO CLEAR AND DISTURB THE LAND WITHIN 50 FEET OF THE  FRESHWATER WETLAND.  THE PROJECT IS LOCATED AT 40 LANDING ROAD, EAST QUOGUE, TOWN OF SOUTHAMPTON, SUFFOLK COUNTY, SCTM #900-362-01-45.

Applicant proposes to subdivide existing 25.4 acre parcel into one 2.9 acre parcel with existing single family dwelling and one unimproved 22.5 acre parcel. Project is located on Rosenburg Road, Mattituck.
