NYS Department of Environmental Conservation proposes to modify the State
Pollutant Discharge Elimination System (SPDES) Permit for the existing discharge from
the Village of Great Neck Water Pollution Control Plant (WPCP). The modifications
include the following:
The new LIS TMDL for Nitrogen requires reduction
of nitrogen over a period of 15
years have been integrated into the permit. The new limits are consistent with 5, 10, and
15 year waste load allocations (WLAs) for Zone 10. A compliance schedule is included
requiring the permittee to identify the methods, operations or facilities necessary to
achieve compliance.
New
effluent limits on Total Residual Chlorine (TRC) have been calculated. Interim
limits will be in effect until the permittee can meet the new limits. A compliance
schedule requiring engineering design and an implementation schedule is included. The
TRC limit was lowers from 4.5 mg/l to 2.0 mg/l to be consistent with other sewage
treatment plants on the north shore of Long Island.
Monthly
limits on total coliform are included to protect due to shellfishing in LIS.
Monitoring
requirements for total Phosphorus and ortho-phosphates are included
A
compliance schedule is included requiring sampling for three months for copper and
zinc.
The
Village of Great Neck WPCP is located at 265 East Shore Rd in Great Neck and
discharges to Manhasset Bay.
