Project Description:  The applicant proposes to re-establish a preexisting man-made pond involving regulated wetland activities. The regulated wetland activity involves excavating and dredging silt from sections of an overgrown pond/stream bottom and stabilizing the existing shoreline with large boulders and stone rip-rap. The stream associated with the pond is Gracie Creek and there are shrub and emergent marsh wetlands along the shoreline and within the overgrown pond. There is an existing circa 1950 concrete spillway that will be reconstructed and hemlock logs will be utilized to control the water level and flows. As part of the project proposal the applicant will mitigate wetland impacts by restoring and protecting shrub and emergent marsh wetland areas along the shoreline and within the pond. The re-established pond will provide an area suitable for sediment accumulation and prevent a percentage of the sediments from flowing downstream.

Project Description:  The action involves the expansion of an existing group camp including: 1.) construction of a 1440 square feet maintenance garage, 2.) construction of two new recreational vehicle sites, 3.) construction of a new 10,316 square feet dining hall/kitchen with restrooms. Several structures will be demolished including the existing dining hall/kitchen, a bathhouse, and an office building. Several new on-site wastewater treatment systems will be installed to serve the proposed buildings. Also an area has been designated for the future construction of a new softball field. No wetlands will be involved or impacted and all shoreline setback requirements will be met.

Project Description:  The action involves construction of two detached structures containing a total of six tourist accommodation units, each structure to be 1½ stories tall (approx. 27 feet) and approximately 2,100 square feet in footprint. Each structure will have three individual dwelling units within it. Therefore, a total of six principal building rights will be associated with the six greater than 300 square foot tourist accommodation units being proposed as part of this project. The footprints of the individual tourist accommodation units (not including the lofts) will vary from 588 square feet to 928 square feet, and each unit will have a kitchen, living room, bedroom(s), bathroom and loft area. Each unit will be rented on a weekly or monthly basis throughout the year. Each structure will be served by an individual on-site wastewater treatment system and a community water supply. The project includes a designated trailer/snowmobile parking area and a 24 ft. by 24 ft. (576 sq. ft.) one-story maintenance building. The Town of Northampton Planning Board approved the project based on its site plan review authority on June 2, 2004 and unanimously recommended the approval of the Planned Development District to the Town Board. By the Town of Northampton’s Resolution 2004-17 the Town Board acted on the Planning Board’s recommendation and approved the Planned Development District at its August 9, 2004 meeting.

Negative Declaration

Clinton County - The County of Clinton, as lead agency, has determined that the proposed Amendment of Supplemental Host Community and Settlement Agreements will not have a significant adverse environmental impact. The action involves the Clinton County Legislature and the Town of Schuyler Falls determining that the existing Supplemental Host community and Settlement Agreements with New england Waste Services of NY Inc. ("NEWSNY") pertaining to the Clinton County Landfill, should be amended to remove the obligation that NEWSNY relocate the existing convenience station from the south side of Sand Road to the north side. This action will preserve the status quo and create no new impacts. The project is located at 286 Sand Road, Morrisonville, NY.
