The applicant proposes to
rehabilitate the existing dam at the outlet of Otter Lake. The
service spillway will be replaced with a concrete drop structure whose crest will be at the
existing lake level. A fish barrier will be incorporated into the inlet channel and drop
structure design. A reservoir drain pipe connected to a water level control structure will
be installed. A vegetated auxiliary bypass channel will be constructed on the east side of
the dam. The hazard class for this dam has been determined to be A-low hazard.

undertake improvements to the Massena International Airport,
including a 600' x 100' extension to Runway 23, a 900' x 50' extension to the adjacent
Taxiway "A", and associated grading, drainage, lighting, signage, runway grooving,
markers and relocation of localizer equipment. Grading and drainage work will encroach
into the adjacent area of regulated freshwater wetland RR-13, a 34 acre Class III shrub
swamp.
