Project Description:
The applicant proposes to rehabilitate the existing dam at the outlet of Otter Lake. The service spillway will be replaced with a concrete drop structure whose crest will be at the existing lake level. A fish barrier will be incorporated into the inlet channel and drop structure design. A reservoir drain pipe connected to a water level control structure will be installed. A vegetated auxiliary bypass channel will be constructed on the east side of the dam. The hazard class for this dam has been determined to be A-low hazard.
State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency:
NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Grading and drainage work will encroach into the adjacent area of regulated freshwater wetland RR-13, a 34 acre Class III shrub swamp.
