Project Description:
The proposal is for the rehabilitation of the parkway portion of County Route 57, beginning at its intersection with U.S. Rt. 9 and extending to the Cumberland Head County Route 57 loop split, and the construction of a new two lane, limited access highway to be known as "Connector Road" through the center of the Cumberland Head Peninsula and ending near the Lake Champlain Ferries, Grand Isle Ferry Terminal. The project involves the permanent loss of 3.3 acres of state and federally regulated freshwater wetlands, along with an additional 4.45 acres of federally regulated wetlands. In addition, there will be temporary construction related impacts to 1.6 acres of state and federally regulated wetlands. The state regulated wetlands which would be affected are designated as PB-2 (Class 1), PB-10 (Class 3) and PB-11 (Class 3). In order to compensate for unavoidable wetland impacts, the applicant proposes to construct approximately 16 acres of replacement wetlands to the north of the project area and adjacent to wetland PB-2, on Cumberland Head.
State Environmental Quality Review (SEQR) Determination:
A draft environmental impact statement has been prepared on this project and is on file.
SEQR Lead Agency:
Clinton County
State Historic Preservation Act (SHPA) Determination:
A cultural resources survey has been completed. Based on information provided in the survey report, the New York State Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will have no impact on registered or eligible archaeological sites or historic structures. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.

Comments on this project must be submitted in writing to the Contact Person no later than Sep 16 2004.
