Positive Declaration And Public Scoping

Nassau County - The Board of Trustees of the Incorporated Village of North Hills, as lead agency, has determined that the proposed Application for Incentive Zoning Use Permit, Site Plan Approval and Subdivision Approval, The Residences at North Hills, Midtown North Hills LLC may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. A public scoping session will be held on September 29, 2004 at 8:00 p.m. at the offices of the lead agency, the Board of Trustees of the Incorporated Village of North Hills, One Shelter Rock Road, Roslyn, New York. The action involves an incentive zoning use permit application and applications for site plan and subdivision approval for the development of 234 luxury condominium units on a 17.1-acre site. The units would be contained in nine, four-story “villa” structures, each containing 26 units. Initially, the site would be subdivided into 10 parcels, one each for the nine buildings and one for a recreation/open space area. Ultimately, the nine buildings would be subdivided amongst each of the 234 units for a total of 235 lots (234 units plus one recreation/open space parcel). The proposed project would provided 500 parking spaces in three below-grade parking garages, beneath the residential buildings. All wastewater generated by the project would be conveyed off-site via the public sewer system for treatment and disposal at the Cedar Creek Sewage Treatment Plant. Access will be provided by two vehicle entrances at the Long Island Expressway South Service Road and at New Hyde Park Road. The project is located at 85 South Service Road of Long Island Expressway, 600 feet east of New Hyde Park Road, Incorporated Village of North Hills, Nassau County.
