The applicant, in cooperation
with Ducks Unlimited, proposes to install approximately
60' of PVC sheet pile around the outlet culvert beneath County Route 65 (Ives Street
Road), one mile south of the City of Watertown. The project would maintain spring
water levels through the waterfowl nesting and rearing period. The site is located in
regulated freshwater wetland W-2. a 339 acre Class I, predominately emergent marsh
wetland. The project would not increase levels over normal spring levels, but would
enhance nesting success by maintaining water levels through the juvenille rearing period.

to improve waterfowl habitat. The pond construction will create additional wetland
habitat. The project is located on the south side of Jug Point Road .6 miles east of Fish
Creek Station.

The Department has made
a tentative determination to approve this application for a
permit to replace various existing sewage treatment systems consisting of septic tanks and
leach fields due to age, potential failure, upgrading the facilities and limited expansion
within the Park.
An approved new sanitary
sand filter system will replace an old absorption field (004)
and will include lift stations, dosing stations, new septic tank, sand filter and UV
disinfection at a discharge rate of 10,000 gpd to the St. Lawrence River.
The permit was updated to
reflect existing conditions by correcting the outfall names, the
outfall numbers and the related flow noted on the old permit. The permit shows the
deletion of two septic tank/leach field systems (010 and 011).
The draft SPDES permit is
available for review in the Region 6 NYS DEC office in
Watertown, New York.
