Project Description: Steuben Gas Storage Company (Steuben) proposes to modify natural gas storage operations at its existing Adrian Reef storage field located in Steuben County, New York. The proposed modification is to occur without the construction of additional facilities.
The Federal Energy Regulatory Commission (FERC or Commission) is the lead federal agency responsible for evaluating applications filed for authority to construct and operate interstate natural gas facilities under Section 7(c) of the Natural Gas Act. On June 14, 2004, Steuben filed in Docket No. CP04-361-000, a request pursuant to its blanket certificate issued July 28, 1995 under Docket Nos. CP95-119-000 and CP95-119-001, for authority under Section 157.214 of the Commission's Regulations (18 CFR 157.214) to increase the natural gas volume and the maximum stabilized reservoir pressure at the Adrian Reef storage field. 18 CFR 157.214 provides for authorization to increase the maximum volume of natural gas to be stored in a storage field to the extent that geological data and operating experience have demonstrated that a volume of natural gas greater than that currently certificated may be safely stored without the construction of additional facilities. The Department of Environmental Conservation (Department) has jurisdiction under Environmental Conservation Law Article 23 for the underground storage of natural gas. The Adrian Reef storage field was originally permitted by the Department on July 16, 1990. On May 7, 1999, the Department issued an Underground Storage Modification Permit for operational changes to the Adrian Reef storage field. In the subject application, received on June 17, 2004 and which is limited to operational changes, Steuben proposes to:
An Underground Storage Modification Permit is required for the proposed project. No other Department permits or approvals are required for the proposed action. In accordance with ECL 23 Title 13, approval of the New York State Geologist is required prior to issuance of the permit. The State Geologist approved the project on August 4, 2004. The Department has deemed Steuben‘s application for the Underground Storage Modification Permit complete and application materials are available for public review at the NYSDEC offices in Albany and Avon.
State Environmental Quality Review (SEQR) Determination: Project is not subject to SEQR because it is a Type II action.
SEQR Lead Agency: None Designated
State Historic Preservation Act (SHPA) Determination: The proposed activity is not subject to review in accordance with SHPA.

Livingston County - Livingston County, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Alum Treatment for Conesus Lake. A public hearing on the Draft EIS will be held on August 31, 2004 at 2:00 pm and 7:00 pm at the Livingston County Government Center, Room 205, Geneseo, NY. Written comments on the Draft EIS will be accepted until September 30, 2004. The action involves a proposed alum treatment in Conesus Lake to reduce internal phosphorus loading. Copies of the Draft EIS are available at the Livingston County Planning Department and at the Avon, Dansville, Geneseo, and Livonia public libraries. The project is located on Conesus Lake, Livingston County.
