perform work in approximately 2,926 lineal feet of the Class C
section of Allens Creek ( 0-108-P-113-3-8-5a) in order to improve flow and relieve
upstream drainage problems. The project is located between Calkins Rd. and Princess
Dr. in the town of Henrietta, Monroe County, and consists of replacing the culvert under
Queensway Rd., regrading and then reseeding the channel to increase flow capacity and
to install gabion baskets along the west and east sides were the creek bends. The
Department is prepared to issue a Water Quality Certification for this project, as required
by Section 401 of the Clean Water Act.

The applicant proposes an expansion of the
current 58 acre Life-of-Mine (LOM) at the Syracuse
Sand & Gravel Lake Road mine. The modification would add 15.6 acres of reserves to the
previously reviewed LOM area. The mine will continue to operate as a traditional surface
excavation of the Palmyra and Arkport gravelly loams, which are the predominate soil types on the
site. The current Mined Land Use Plan (MLUP) which describes mining and reclamation plans for
the site remains essentially unchanged. Final reclamation will restore the site to graded, stabilized
and re-vegetated open land and a +/- 47.2 acre open water pond. No changes to mining
methods, hours of operation, rate of mining, truck traffic or final reclamation are proposed. This
facility has been subject to a previous environmental impact reviews in compliance with State
Environmental Quality Review Act (SEQRA) regulations, and the determination has been reached
that mining at this site is an allowable use which will not result in significant adverse environmental
impacts.

The applicant proposes to
replace the existing Ridge Road (County Route 143) Bridge
over Sodus Bay in the Town of Huron within wetland Freshwater Wetland RO-29. The
new bridge will be constructed on the present horizontal and vertical alignment,
supported by a series of piles, similar to the existing structure. A temporary causeway
will be constructed immediately north of the structure to serve as a platform from which
to drive new piles and stage the construction of the sub and super structures and will
restrict no more than 50% of the waterway opening. The new superstructure will also be
timber with an asphalt wearing surface. The proposed bridge will have an increase
shoulder width to enhance bicycle safety and provide a buffer between the curb and the
travel way.

The Department has made
a tentative determination to issue permits (listed above) for the
construction of an armor stone revetement which is approximately 100 linear feet by 30
feet deep and 30 feet high including the placement of approximately 12,000 cubic yards
of armor stone (75 cubic yards of which is estimated to be located below the mean high
water line) to stop erosion on a segment of Lake Ontario bluff. Stabilization of this
section of bluff is part of a security upgrade required by the Nuclear Regulatory
Commission Order EA-03-086. The file is available for review and comment at the
NYSDEC Region 8 office.
