Project Description: The project involves replacement of an existing utility pole with a new utility pole greater than 40 feet in height. The increased height of the pole is necessary to provide greater line clearance over NYS Route 3. New fiber optic cable is being installed on existing utility poles to provide enhanced internet access to public schools, the Clifton-Fine Hospital and other potential users in the Towns of Clifton and Fine within the Adirondack Park.

Location: West side of NYS Route 22, Town of Putnam, Washington County.

Project Description: The construction of the Town of Putnam Highway Maintenance Facility including an eight bay Town Highway Garage, vehicle fuel storage tanks and related site development. The existing Town Highway Garage on Lower Road will be dismantled and disposed of at a NYS DEC approved waste disposal facility. As part of the long term management of the maintenance facility the Town will enter into an agreement with Washington County Highway Department so there will be a joint cooperative use of the facility. Washington County will utilize two bays and the Town will utilize six bays. The vehicle fuel facility will be shared. It is the Town‘s intention to relocate an existing Town/County salt storage facility located on the east side of NYS Route 22 opposite the project site to a 20 acre parcel adjoining the project site recently acquired by the Town. However, funding and detailed plans are not complete at this time and that project, if proposed, will be reviewed independently by the Agency.


Negative Declaration

Clinton County - The Town of Plattsburgh Planning Board, as lead agency, has determined that the proposed Bluff Point Golf Resort and Community Subdivision Amendment 2003 and Webridge Real Estate, Inc./Champlain Bluffs Development Corporation Subdivision 2004 will not have a significant adverse environmental impact. The action consists of two related projects controlled by the same entity and contiguous to each other. Both project components were considered in a single long form Environmental Assessment Form (EAF) and extensive supporting documentation. The first constituent project consists of a 28 parcel subdivision of approximately 227 acres which will result in (a) two parcels for the existing golf course, (b) two parcels for private or public roads, (c) one multi-family residential parcel, (d) 16 single family residential parcels, (e) three parcels intended to be merged with the single family residential parcels proposed for the Webridge Real Estate, Inc./Champlain Bluffs Development Corporation Subdivision, (f) one parcel to be merged with the existing Fitzpatrick parcel and (g) three remaining parcels. Extension of public water and sewer by the developer are proposed. Related road and storm water drainage improvements are also proposed. The second constituent project consists of a 5 parcel subdivision of approximately 5.4 acres, which will result in (a) three single-family residential parcels and (b) two remaining land parcels. These lots are already served by public water and public sewer is proposed. The first project component is located on the east side of Route 9 on lands known as Bluff Point Golf Course; the second project component is located at the south end of Wood Cliff Drive. Both are in the Town of Plattsburgh, Clinton County.
