Installation of complete water supply and distribution system to serve the hamlet of Belleville and take a supply of water to average 46,800 per day for use in the District through a connection to the existing Ellisburg Water District No. 1.

The applicant proposes to expand an existing fuel delivery business located in Pamelia Center at 23270 NYS Rte. 342, approximately 500' east of the intersection of Rte. 342 and NYS Rte 37, 3.75 miles north of the City of Watertown.  It is proposed to install 2-30,000 gallon above ground propane tanks and 4-20,000 gallon above ground petroleum storage tanks, with secondary containment and construct supporting gravel pad, vehicle access drive and loading area.  The site encroaches into the 100' buffer area of regulated freshwater wetland BV-4, a 30 acre Class III predomintately shrub wetland.

The applicant proposes to develop approximately 15 acres of shallow marsh habitat, waterfowl nesting potholes and nesting structures, a water level control structure and a public viewing deck.  The project will provide enhanced waterfowl habitat and open marsh aesthetic value, as well as provide field science study opportunity for the local school district.  The site is located adjacent to the Glenfield Boat Launch Site, hamlet of Glenfield.  The project will impact regulated freshwater wetland G-4, a 77 acre Class II mixed wet meadow, emergent and scrub shrub wetland.

The applicant proposes to develop and operate an 8.0 acre clay mine on a 106 acre parcel owned by David Polarola, 160 Cook Road, Massena, New York 13662.  The site is located approximately 2.25 miles east of the Village of Massena, 300' southerly of the Raquette River Road, and approximately 4,000' feet northeasterly of CR 37.
