The applicant proposes to remove the existing bulkhead and construct 66 linear feet of bulkhead landward of the existing bulkhead location; remove and replace in the same location 52 linear feet of bulkhead; dredge to 4 ft. below mean low water with resultant 343 cubic yards of dredged material used as backfill; install a 5' x 115' float, a 5' x 40' float, three 3' x 20' fingers and 21 pilings.  Property is located at 301-315 South Main Street, Freeport, Town of Hempstead, County of Nassau, on Freeport Creek.

THE APPLICANT PROPOSES TO CONSTRUCT A DWELLING, DRIVEWAY, PATION AND DECK.  THE STRUCTURES ARE LOCATED NEAR TIDAL WETLANDS ASSOCIATED WITH THE PARKWAY DRIVE CANAL.  THE DWELLING AND DECK ARE PROPOSED 43 FEET AND 33 FEET  FROM THE TIDAL WETLANDS RESPECTIVELY AND VARIANCES FROM THE 75 FOOT SETBACK REQUIRED HAVE BEEN REQUESTED.  THE APPLICANT HAS PROPOSED WETLAND PLANTINGS ALONG THE SHORELINE  AS MITIGATION FOE THE VARIANCES REQUESTED.   THE PROJECT IS LOCATED AT 3424 PARKWAY DRIVE, BALDWIN, TOWN OF HEMPSTEAD, NASSAU COUNTY, TAX MAP: DISTRICT 54; SECTION 351; LOTS 227-229.

The applicant proposes an existing discharge of 2000 gallons per day of sanitary wastewater from one outfall and 15,000 gallons per day of treated car wash effluent from a second outfall to groundwater system at the applicant’s facility located at, 2495 Middle Country Road, Centereach.  The Department has made a tentative determination to issue a permit for a State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation Law.  This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time.  As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.  As such, this tentative determination does not signify department approval for, or endorsement of, the activity for which a permit is sought or for the overall proposed project.

The applicant proposes to construct a duplex dwelling, sanitary system, pervious driveway, water well, place 100 cubic yards of clean fill, and conduct clearing, grading and ground disturbance.  A portion of the proposed dwelling and driveway are within 100 feet of the GP-19 freshwater wetland boundary determined by an environmental consultant.  The project is located at 24 West Neck Road, Shelter Island, SCTM #700-14-3-3.
