ENB Region 5 Completed Applications 08/04/2004

The proposal is for the Marcy Field Interpretive & Recreational Facilities Improvement Project which involves installation of a handicapped accessible fishing dock, a 515 foot long pathway, demolition of a structure and parking lot enhancements adjacent to the East Branch Ausable River, which is a Class C (T) stream.  In addition Water Quality Certification is required for limited placement of fill along a multiple use trail system involving federally protected wetlands.  The project is located at Marcy Field off NY Rt. 73 in Keene.

The applicant proposes to install a new sanitary sewer main through approximately 650 feet of Freshwater Wetland R-1 (Class II) and its regulated Adjacent Area by trenching, and place up to 850 cubic yards of clean fill in the wetland and adjacent area for the construction of the sewer maintenance road as part of the redesign of an existing mobile home park and development of additional mobile home sites. Two (2) stormwater detention basins are to be constructed within the Adjacent Area of Freshwater Wetland R-1. Application materials are available for public review and comment at the NYS DEC Regional Sub-Office in Warrensburg.

The applicant has requested authorization to accept certain dredged soils for processing by low temperature thermal desorption at its solid waste management facility located on Towpath Rd. in the Village of Fort Edward. ESMI currently processes contaminated soils that contain non-hazardous levels of contaminants. ESMI's request is limited to dredged soils that originate from sites that are immediately adjacent to upland remediation sites. None of the remediation sites will be within the area of USEPA's Hudson River Reclamation Project. The proposed authorization would not change the facility's acceptance criteria, permitted emission limits, permitted throughput or existing performance requirements. A draft modified Solid Waste Management permit has been prepared and is available for review.
