Project Description:
The Applicant proposes to reconstruct the Hamilton Ave Bridge, Located in the Borough of Brooklyn, Kings Count, NY. Reconstruction includes the following: Removal and replacement of; approach slabs on each side of the bridge, existing pavement, sidewalks, curbs, medians, approach railings, street lighting, traffic signals at the intersection of Smith Street & Hamilton Ave, both bascule spans including steel grating and railing, bascule girder and trunnion towers, road slab and superstructure stringers at North Pier, pier protection system including fenders and dolphins,submarine cables, navigation system, span lock machinery, machinery floor and other miscellaneous but necessary components to the bridge and its operation. Rehabilitation of the existing control house and gate tender's house Removal, disposal and treatment of: asbestos containing materials (materials to be removed in in conformance with the requirements specified in NYSDOT Standard Specifications Section 210). dredged materials excavated from the canal during the submarine cable installation process. Demolition of existing superstructure and bridge railings containing lead paint (demolition will conform to the requirements specified in NYCDOT Special Specifications Section 832). To minimize the possibility of demolition/construction materials entering the water, platforms, nets, screens, shields or other approved protective devices will be used in the project area.The work proposed by the Applicant includes construction work activities that will affect vehicular and marine traffic. To minimize the impact on traffic only one span of the bridge will be closed at a time and only during the summer season of July through Labor Day.
State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.

NYC Dept of Transportation
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.

With this permit modification the applicant will be establishing emission reduction credits for 0.95 tons per year of Nitrogen Oxides (NOx) and 0.03 tons per year of Volatile Organic Compounds ( VOC) in accordance with 6 NYCRR Part 231, "New Source Review in Nonattainment Areas." The application and supporting documentation are available for review at the NYSDEC Region 2 office.

Project is not subject to SEQR because it is a Type II action.
