The project is located between the Barge Canal and Mohawk River west of Moss Road.
Moss Road will be used to access the mine.

The applicant proposes armouring
approximately 470 linear feet of stream bank upstream
of the Moyer Road bridge over Otsquago Creek. Both the north and south banks of the
stream will be armored. The bridge abutment on the north side of the stream will be
armored to prevent undermining.A stone wing deflector will be constructed upstream of
the bridge to futher protect the northern abutment. In addition to the heavey stone fill
willows will be planted on the southern stream bank, This project is a cooperative effort
between New York Department of Transpertation, Town of Stark, and Herkimer County
Soil and Water Conservation District.

The Department has made
a tentative determination to approve this application for a new
permit for the Park to replace various existing sewage treatment systems consisting of
septic tanks and leach fields due to age and potential failure. The Park is proposing to
upgrade the facilities and have limited expansion. Three old septic tank and leach field
systems will be completely replaced with new septic tanks, lift stations, dosing stations
and new absorption fields (outfall 002 @ 2560 gpd, outfall 003 @ 3200 gpd and outfall
008 @ 3855 gpd ). A new sanitary sand filter system will replace an old absorption field
(004) and will include lift stations, dosing stations, new septic tanks, a sand filter and UV
disinfection at a discharge rate of 11,040 gpd.
The project includes installation
of a new outfall pipe in the St. Lawrence River. Pipe will
be part of the new sand filter proposed. The pipe will be ductile iron approximately 40 to
50 feet long and 4 inches in diameter. The pipe will outfall in the river at a depth of 5 feet
of water.
The project will also include
reconstruction of the RV trailer dumping station in the same
location as the existing and will be expanded from two to three bays, in order to comply
with NYS DOH requirements for the number of bays per campsites. A DEC designated
wetland area (MI-2) is located within 100 feet of the proposed work.

other permit applications are available for review in the
Region 6 NYS DEC office in Watertown, New York.
