Nassau County - The Village of Freeport, as lead agency, has determined that the proposed public waterfront improvement Project (Sea Breeze Project) will not have a significant adverse environmental impact provided specific conditions are met. There will be a 30 day public comment period commencing with the date of this notice. The action involves development of a portion of certain land, owned by the Village, for public waterfront access, bulkhead restoration, and the installation of a transient marina. The land is part of a larger parcel that is bounded to the north by Richmond Street, to the east by a parking lot, to the south by Freeport Bay/Little Swift Creek, and to the west by Miller Channel.

Suffolk County - The Planning Board of the Town of Babylon, as lead agency, has determined that the proposed Pinelawn Power, LLC will not have a significant adverse environmental impact. Pinelawn Power, LLC is proposing to site, construct, and operate a new dual fuel combined-cycle facility in the West Babylon Industrial Area. The proposed site consists of properties currently owned by the Town of Babylon and Town of Babylon Industrial Development Agency located at the intersection of Patton Avenue and Gleam Street, and adjacent to the Town's Solid Waste Management Complex.
The proposed facility will be capable of generating 79.9 megawatts (MW) of combined-cycle electrical output, and capable of using both natural gas and kerosene fuels.
The proposed project involves utilization of the 5,718 square foot Town of Babylon former maintenance garage, demolition of a 3,000 square foot industrial structure and construction of 34,026 square feet of new structures consisting of the following:
The proposed project would interconnect to LIPA's existing overhead 69kV transmission system and KeySpan's existing underground Natural Gas service.
Electricity generated by the proposed project would be purchased by LIPA under the terms of a formal Power Purchase Agreement.
The project is located on Patton Avenue and Gleam Street, West Babylon, Town of Babylon, County of Suffolk, New York.

Nassau County - The Board of Trustees of the Incorporated Village of Flower Hill, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Application for Site Plan Approval and Modification of Declaration of Covenants and Restrictions proposed St. Francis Hospital Master Facilities Project. St. Francis Hospital has applied to the Incorporated Village of Flower Hill for an expansion of its existing facility. The project includes the construction of new clinical, diagnostic and treatment space, patient care areas, improvements to existing support services, enhancements to the physical plant and expansion of parking facilities and site amenities. The new construction would include 154,000 square feet of new hospital space, 75,000 square feet of renovations, Central Utility Plant renovations including a 700-square-foot chiller plant expansion, construction of 345 below-ground parking spaces and associated site improvements. Total patient care capacity would increase by 85 beds for a new licensed capacity of 364 beds. Demolition of the St. Joseph, St. Rose and Our Lady Pavilions is also proposed. The project is located at 100 Port Washington Boulevard, Roslyn, New York.
Public comments on the FEIS will be accepted by the contact person until August 2, 2004.
