Project Description:
The applicant proposes development of a hot mix asphaltic concrete production plant at 11850 Route 16 in the town of Yorkshire. The facility will have the ability to burn in its aggregate dryer natural gas, No. 2 Fuel Oil and Waste Fuel Oil A. Toxic air emissions are regulated under Part 212. The proposed permit includes a federally enforceable emission cap that limits asphaltic concrete production to 450,000 tons for each 12 month period, limiting the carbon monoxide to approximately 30 tons per year and limiting volatile organic compounds (VOC) to 7.2 tons per year. The cap causes the facility to avoid Title V and non-attainment NSR applicability. The Draft Permitr, with conditions, application, relevant supporting materials and regulations are available during normal business hours at the DEC office provided in this notice. Comments of support or objection may be made by filing a written statement by the deadline date indicated.
State Environmental Quality Review (SEQR) Determination:
Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed.
SEQR Lead Agency:
NYS Department of Environmental Conservation
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Aug 16 2004.
