stabilize approximately 112 ft. of west bank of Murray Brook using a combination of heavy rock rip-rap and precast concrete blocks

The applicant proposes to develop and operate an 11.6 acre surface clay mine   within a 164.1 acre parcel south of County Route 46.  The project site is the applicants property located 600 feet southeasterly County Route 46, approximately 2,000 feet southwesterly of the intersection of County Route 46 and Carey Road, Town of Massena, St. Lawrence County.  The mine is intended to operate as a surface extraction of less than 10 feet of clay which underlies the topsoil at the site.  Mining is not proposed to take place below the local water table.  Excavation will be done by mechanical equipment, such as a front end loader.  Mining is proposed to remove approximately 15,000 - 20,000 tons-per-year of clay over the estimated 5 year operational life of the mine. Material will be stockpiled as unprocessed material or trucked directly off site for landfill cover at a nearby location.  Any on site processing that takes be screening operations and will occur at rates for the screen not exceeding 150 tons-per-hour (TPH).  Final reclamation will restore the site to a 11.6 acre open vegetated meadow.  Reclamation will include the replacement of stockpiled topsoil, and re-seeding with an approved USDA SCS seed mixture.  The reviewed life-of-mine area is 11.6 (LOM) acres.
