The applicant proposes replacement of the existing Margaret Street (US Route 9) bridge over the Scomotion Creek.  The project includes replacement of the substructure and superstructure, addition of heavy stone rip rap for streambank protection, improved hydraulic opening, and improved pedestrian accomodations.  The project will involve the adjacent area of a NYS Freshwater Wetland.  Traffic on Maragaret Street will be maintained during construction.

The applicant proposes to stabilize 180 feet of eroding shoreline by placing approximately 140 cubic yards of large field stone along the bank.  The project site is located along the shore of Lake Champlain, at 530 Lake Shore Road in West Chazy.

The proposed project involves the taking of up to 66,000 gallons per day of potable water to supply the Base Water District, located at the former Air Force Base, bounded by the Salmon River to the south, Interstate 87 to the west, Route 22 and the City of Plattsburgh to the north, and the Delaware and Hudson railroad to the east.  This is an increase in taking from the Town of Plattsburgh's existing Morrisonville Well source.  Construction and installation of the new distribution system will involve a small portion of a New York State regulated wetland adjacent area.

A permit modification is requested to increase the handling and transfer of  construction & demolition debris (C&D), non-putrescible solid waste, and recyclable materials from the  currently permitted 424 tons per day (tpd) to 1000 tpd, associated with a proposed expansion of the County Waste and Recycling facility.  New construction will include a maintenance garage, C&D and municipal solid waste sorting building, storage shed, fueling facility, stormwater management facilities, and expanded office and parking areas. Waste to be handled will be primarily the same as currently managed at the facility.  The site is located to the east of Route 9,  0.2 mile south of Ushers Road.
