The Town of Westerlo proposes to construct a water supply system serving 95 customers, including two wells, treatment building, distribution system, and water storage tank, and utilizing an average of 29,300 gpd.  The project includes a proposed crossing of Basic Creek with a waterline, installed by directional boring under the creek.  The project is located in the Town of Westerlo, Albany County.

The applicant proposes an existing discharge of 2400 gpd of treated sanitary wastewater to groundwater from a primary treatment system (septics) at the Boulder Ridge Mobile Home Park.  The applicant has requested a reissuance of an existing permit that had expired.  The Department has made a tentative determination to issue a permit for the State Pollutant Discharge Elimination System permit under Article 17 of the Environmental Conservation Law.  This tentative determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time.  As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision on permit issuance.  As such, this tentative determination does not signify Department approval for or endorsement of the activity for which a permit is sought or for the overall proposed project.  A draft permit is available for inspection and comment at the Region 4 office.  SPDES #NY00242624.

Applicant proposes to add a crushing unit to the existing 24-acre Hillicoss Shale Pit located on the south side of Route 81, ½ mile east of the hamlet of Earlton, Town of Coxsackie, Greene County.  The crusher, which is capable of processing up to 150 tons per hour, will be located in the northeasterly portion of the mine site, adjacent to the current plant area.  It will be operated for up to 8 hours per day, a maximum of 3 days per week, during the normal operating season.

The applicant proposes to stabilize 150 ft. of the shoreline of Crystal Lake with stone rip rap to prevent further erosion.  The project is located at 26 Crystal Lake Road in the Town of Sand Lake, Rensselaer County.

Applicant proposes to rehabilitate the breastwall and floor of Lock E-8 on the Mohawk River, Town of Rotterdam, Schenectady County, New York.  Work will include installation of a groundwater seepage barrier; concrete resurfacing; gate refurbishment; grouting of leaks; sheetpiling; and placement of 130 cubic yards of concrete behind sheetpiling.  In addition, up to160 cubic yards of sediments will be removed from the lock chamber.
