Project Description:
The Department has made a tentative determination to approve this application for a new permit for a proposed discharge of approximately 504,000 gallons per day of treated groundwater into the Hudson River (Class I) via Outfall NCM-073 from a treatment system consisting of a Settling Tank and an Oil/Water Separator at the applicant’s construction site located on Parcel 18B, at 321 North End Avenue in New York City where the applicant is constructing a new 24 story residential building. The discharge will last approximately 6 months during subsurface construction. A draft permit is available for inspection and comment at the regional office.

A draft environmental impact statement has been prepared on this project and is on file.
SEQR Lead Agency:
NYC Dept of City Planning
State Historic Preservation Act (SHPA) Determination:
Cultural resource lists and map have been checked. No registered, eligible or inventoried archaeological sites or historic structures were identified at the project location. No further review in accordance with SHPA is required.
Coastal Management:
This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
Comments on this project must be submitted in writing to the Contact Person no later than Aug 13 2004.
