Project Description:
Extend the Town of Portville East State Street Water District (also known as Town of Portville WD No. 1) to serve the Carpet Town facility under the terms of a 1990 agreement. Estimated average daily demand of the Carpet Town extension is 850 gallons per day. In addition to the Carpet Town facility, the East State Street Water District serves 8 houses (approximate population of 25 people) and was created as an emergency measure in 1989 due to groundwater contamination. Total average daily demand of the extended district is 2650 gallons per day. The Town of Portville East State Street Water District obtains water from the City of Olean through a connection with the Town of Olean East State Street Water District according to the terms of a 1989 agreement between the City of Olean, the Town of Olean, and the Town of Portville. The Carpet Town extension, which was constructed in 1990, consists of approximately 1400 ft of 8' PVC waterline.

Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed.

State Historic Preservation Act (SHPA) Determination:
The proposed activity is not subject to review in accordance with SHPA. The permit type is exempt or the activity is being reviewed in accordance with federal historic preservation regulations.

This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act.
Opportunity for Public Comment:
