operate a 3.8 acre life of mine consolidated bluestone mine of
which the entire 3.8 acres will be disturbed during the intial permit term. Mining
operations include drilling, blasting, and the mechanical cutting of stone. Reclamation of
the site will return it to its previous use of forestry and agriculture. The mine is located
west of the hamlet of Tylers Switch on City Brook Road approximately 1.3 miles north of
its intersection with Old Route 17.

Schenectady International,
Inc.(SII) proposes to modify its current State Pollutant
Discharge Elimination System (SPDES) permit, which allows the discharge of
stormwater from its former Congress Street facility to Cowhorn Creek, by adding a
discharge of up to 72,000 gallons per day of treated groundwater from a treatment system
on the site. The groundwater treatment system collects groundwater from the site and
pumps it to a treatment system compromised of an oil-water separator, bag filters and
carbon adsorption units prior to discharge. Presently, the treated groundwater is
discharged to the City of Schenectady sanitary sewer system. SII proposes to redirect the
discharge from the sewer system to Cowhorn Creek. The department has made a
tentative determination to modify this permit under Article 17 of the Environmental
Conservation Law. This tentative determination indicates that the discharge regulated
under this statute is considered to satisfy regulatory standards for permit issuance, based
on information available to the Department at this time. As a tentative determination, the
Department seeks comments on the proposed regulated activity prior to making a final
decision on permit issuance. As such, this tentative determination does not signify
department approval for or endorsement of the activity for which a permit is sought or for
the overall proposed project. Refer to this application by the number listed in this notice
in any comments submitted to the Department.
