ENB Region 4 Completed Applications 06/23/2004

    The Department of Environmental Conservation (DEC) has received an application to re-issue the following EPA minor Private/Commercial/Institutional State Pollutant Discharge Elimination System (P/C/I SPDES) permit.  DEC has made a tentative determination to re-issue this permit for a five-year period, maintaining the current effluent limitations and monitoring and reporting requirements.  This permit involves the surface discharge of 20,000 gallons per day of treated sanitary waste to the Switz Kill Trib.

    Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the NYSDEC central office in Albany.  Substantive comments on the permit or requests for hearing or both must be submitted in writing to the contact person.

The applicant proposes to expand parking areas and reroute the existing access road as part of the Farnsworth Middle School expansion project.   The project involves disturbance of federal wetlands for stormwater construction and resulting wetland mitigation areas.  The project is located at 6072 State Farm Road, Guilderland, NY.

The applicant proposes to apply the aquatic herbicide SONAR Q to the surface of Robinson Pond during the 2004 season for the purposes controlling Eurasian Water Milfoil.  After completion of the SONAR Q application water use restrictions will apply.  

The applicant has requested a reissuance of a prior permit to remove accumulated sediment from an area approximately 330' by 150' in the Hudson River in front of the Hudson Deepwater Development Marine Terminal to improve access to the terminal by barge.  The project is located at the foot of Madison Avenue, City of Troy, Rensselaer County.
