This Department has received
a request to issue a permit and has drafted an Article 19
(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility
Permit, at the facility located at Empire Aero Center, 394 Hangar Road, Bldg. 101, Rome,
NY 13441.
The Department has made
a tentative determination to approve the application of the
Empire Aero Center facility, an aircraft structural and mechanical inspection and repair
facility. The State Facility Permit allows the operation of Emission units 1-BTH01 and 2-BAY61,
which includes surface coating and stripping operations for miscellaneous metal
and plastic parts process, aerospace surface coating, and exempt and trivial sources. The
facility has capped out of Title V, and VOC Process RACT, VOC Surface Coating RACT
Table 2, and New Source Review. Permitting requirements by tracking and restricting its
facility emissions of total VOCs below 45 tons per year, total HAPs below 22.5 tons per
year, and individual HAP's below 9 tons per year.
The draft permit with conditions
is available for review in the Region 6 NYSDEC office
in Watertown, NY.

armored with rip-rap.
