ENB Region 6 Completed Applications 06/16/2004

The applicant proposes to excavate an existing drainage betwee two wetland areas for enhanced water circulation and fish passage, and install a 20' x 18" culvert in the excavated area to provide access to the St. Lawrence River shoreline at the site of a proposed residence at 41150 Sayre Lane, off NYS Route 12, approximately 4.3 miles east of the Village of Clayton.

This Department has received a request to issue a permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at Empire Aero Center, 394 Hangar Road, Bldg. 101, Rome, NY  13441.

The Department has made a tentative determination to approve the application of the Empire Aero Center facility, an aircraft structural and mechanical inspection and repair facility.  The State Facility Permit allows the operation of Emission units 1-BTH01 and 2-BAY61, which includes surface coating and stripping operations for miscellaneous metal and plastic parts process, aerospace surface coating, and exempt and trivial sources.  The facility has capped out of Title V, and VOC Process RACT, VOC Surface Coating RACT Table 2, and New Source Review. Permitting requirements by tracking and restricting its facility emissions of total VOCs below 45 tons per year, total HAPs below 22.5 tons per year, and individual HAP's below 9 tons per year.

The draft permit with conditions is available for review in the Region 6 NYSDEC office in Watertown, NY.

The applicant proposes to reestablish 75 feet of original stream channel of Potash Creek (Waters Index # H-240-248), a class A(T) stream.  . The original channel west of the culvert on Beartown Road is filled with debris and is flooding the applicants well. The original channel down stream of the road culvert will be cleared and the banks will be armored with rip-rap.

The applicant proposes to armour 25 linear feet of stream bank adjacent to the Godfrey Point public fishing access and boat launch site. The stream bank erosion is jeopardizing the newly paved parking lot. The stream is within the boundaries of Freshwater Wetland J-19, a class II seventy three acre wetland.

The applicant proposes to mine 5 acres of sand and gravel from a 7.5 acre life of mine, on a 23 acre parcel controlled by the applicant and located 100' east of the intersection of State Route 3 and Lawrence Road, two miles north of the Village of Star Lake.  The site has a history of small scale mining activity. A portable screen and crushing operation would take place periodically.

The applicant proposes to mine 4.1 acres of sand and gravel from a 13.5 acre life of mine site,  on a 17 acre parcel controlled by the applicant, located two miles northeast of the Village of Parishville, south of State Route 72 and west of Kingsley Road near their intersection.  Some mining has previously taken place at this site and small portable screening and crushing may take place.

The applicant proposes to mine 19.4 acres of clay over a 5 year permit term on a 70 acre life of mine area, located on a 478.4 acre parcel controlled by the applicant.  The site is located 800' southeast of State Route 37, 1.0 miles northeast of Taggart Road.  Mining will take place below the water table, with wildlife ponds created for reclamation.
