The applicnt proposes construction of a stormwater management retention pond within the 100 foot adjacent area of a New York State regulated wetland.  The retention pond is part of the stormwater management plan for the construction of a proposed 59 unit, three story, 9,600 square foot hotel, with associated parking and driveway, to be located at the rear of the Dexter Shoe Outlet site, on the north side of Rt 3, approximately 800 feet west of Hammond Lane.

The applicant proposes an intermittent discharge from the backwash water treatment lagoons at the Mechanicville Water Treatrment Plant located on George Thompson Rd. The receiving waters will be Plum Creek, a class C(t) tributary of the Anthony Kill.

Proposed replacement of the Starbuckville Bridge over the Schroon River (Class A) and Valentine Pond Road Bridge over Chester Creek (Class C(T)).  Starbuckville Bridge: Replace the single-lane, two-span steel truss bridge with a two-lane, two-span concrete box beam bridge (with raised vertical alignment to improve water flow under the bridge).  Valentine Pond Road Bridge: Replace the single-span, steel multi-beam bridge with a precast concrete single-span structure.  Work at both sites include new concrete abutments and stone fill for scour protection (with temporary dewatering by cofferdams).  The project is required to correct structural deficiencies.  The bridges are located on Valentine Pond Road in Starbuckville.  A permit is also required from the Adirondack Park Agency (APA #200238).
