The proposal is for the
removal of three existing 36 inch diameter culverts, placement of
nineteen 60 inch diameter culverts and placement of 3600 cubic yards of fill within the
adjacent area of regulated freshwater wetland CH-41, (Class 2), in order to provide
improved drainage and raise the elevation of the existing LaValley Road. The work area
is located along LaValley Road, at an unnamed tributary to Corbeau Road approximately
4000 feet west of Interstate 87.

The applicant proposes a
new discharge of 4,176 galons per day of treated laundromat
wastewater to groundwater from a secondary treatment system. The system will be
constructed at the applicant's proposed laundromat facility, located at 1924 Rt 3,
Cadyville. The Department has made a tentative determination to issue a State Pollutant
Discharge Elimination System (SPDES) permit under Article 17 of the Envrionmental
Conservation Law. This tentative determination indicates that the discharge regulated
under this statute is considered to satisfy regulatory standards for permit issuance, based
on information available to the Department at this time. As a tentative determination, the
Department seeks comments on the proposed regulated activity prior to making a final
decision on permit issuance. As such, this tentative determination does not signify
Department approval for or endorsement of the activity for which a permit is sought or

The applicant proposes to
remove up to 285,000 cubic yards of accumulated sediment
from the Lake Algonquin impoundment, located on Route 30 in the Town of Wells, for
the purposes of restoring recreational usage of the lake. The project will be done in two
phases, with 143,000 cubic yards to be removed during the first phase. Sediment will be
removed from eight separate locations totaling 42 acres, using hydraulic dredging, and
will be pumped to four retention basins to be constructed adjacent to the lake. Three
basins will be constructed on former sand and gravel sites, and one will be on an open
field. The sediment will be de-watered in these retention basins, and the water will be
conveyed back to the lake. Upon completion of the project, the retention basins will be
restored and revegetated. Environmental controls and monitoring will be in place at the
sediment diposal sites and during dredging operations to protect the ecology of Lake
Algonquin and downstream areas. It is anticipated that the project will begin April 2005
and will be completed by August 2008. A permit is also required from the Adirondack
Park Agency, Project # 2002-210.
