Project Location/Description: Norlite Corporation is located at 628 South Saratoga Street in Cohoes, New York and operates two Light Weight Aggregate kilns (LWAKs) a/k/a kiln #1 & kiln #2 that incinerate liquid hazardous wastes as fuels. Norlite Corporation is required to conduct a comprehensive performance test (CPT) to demonstrate compliance with new air emission standards in the Maximum Achievable Control Technology (MACT) rule for hazardous waste combustors, promulgated by the United States Environmental Protection Agency and adopted by the New York State Department of Environmental Conservation. The, Norlite Corporation has submitted a CPT Plan narrating detailed testing procedures to be followed during the test. The Norlite Corporation has also submitted a Continuous Monitoring Systems (CMS) Performance Evaluation Test (PET) Plan as required by the MACT Rule. Based on the review of these plans, NYSDEC approved both the CPT and the CMS PET plans with conditions on February 27, 2004. The CPT was performed on March 2nd, 2004 on Kiln #2. Pursuant to 40 CFR Part 63.1207(e) (2) the notice was published in both ENB and local newspaper.
One of the conditions for approval of the CPT & CMS PET plans was that Norlite must perform a CPT also on Kiln #1 to demonstrate compliance with the MACT standards if the CPT test results from Kiln #2 show that the emissions are above 75% of the MACT limits. This condition was set forth in the approval to provide confidence that both kilns are in compliance with the MACT standards through a test on one kiln instead of on both.
Through a letter dated May 27, 2004, Norlite notified the Department that, although the air emissions measured during the March, 2004 testing conducted upon Kiln #2 met the MACT standards, the Dioxin emissions are not within 75% of the limit stipulated in the approval letter , thus prompting the need to measure dioxin emissions on Kiln #1 also to demonstrate its compliance with MACT standards for dioxins. Additionally, Norlite's letter requested from the Department an amendment to the previously approved test plan to repeat the CPT on Kiln # 2 for MACT parameters other than dioxin for establishing a more feasible venturi pressure drop condition for routine operations.
Based on a review of the above mentioned letter, NYSDEC has determined that it is acceptable and therefore, has approved the Amended CPT plan on May 27, 2004 with conditions. It should be noted that this approval is based solely upon assertions made by Norlite regarding the March 3rd, 2004 CPT results and does not necessarily mean Department approval and acceptance of the March 2004 results. Upon receipt of the detailed reports for the March and June 2004 tests, the Department will independently evaluate them for both kilns' compliance with all MACT standards.
This notice is made pursuant to 40 CFR Part 63.1207(e) (2) of the MACT Rule which requires the Norlite Corporation to notice this approval along with the tentative test schedule and make the approved CPT and CMS PET plans available for public review.
