The applicant proposes the
reconstruction of the East River Park promenade. Work
includes repairs to 600 feet of seawall, partial reconstruction of 3100 feet of relieving
platform, total reconstruction of 2300 feet of relieving platform and creation of 500 feet
of embayment areas with pedestrian bridges. Approximately 20,740 cubic yards of timber
piles, pile caps and portions of the relieving platform will be removed below mean high
water and approximately 5,170 cubic yards of fill material associated with new structures
and structure stabilization will be placed below mean high water. The East River Park
Promenade is located between Jackson Street and 14th Street.

eradicate invasive, non-native plants in upland and mapped
wetland areas. Glyphosate will be used for eradication of all invasive, non-native plants
except Oriental Bittersweet which will be treated with Garlon 4. Chemicals will be
applied using backpack and hand held sprayers and individual stem wipe applications. No
herbicides will be applied to open water/marsh wetlands. Project locations include several
watersheds on properties under the jurisdiction of the NYCDEP Bluebelt Program.

To control Culex spp. and
other mosquito larvae/pupae, the applicant proposes to apply a
monomolecular film - Agnique MMF (EPA Reg. No. 53263-28) to standing water
throughout New York City. Larviciding will be conducted only after confirmation of need
as verified by mosquito surveillance and field assessments. Larviciding will assist in the
prevention and control of West Nile virus outbreaks in New York City.
