Project Description: The action involves various improvements to the applicant’s Marcy Field property including: a permanent, landscaped/screened 75 vehicle capacity parking area to be used as part of the applicant’s hiker/shuttle operation; renovation of the Holt House to be used for public gatherings, historical demonstrations or displays and interpretive exhibits; construction of a 3 to 6 foot wide, stone dust surfaced multi-use path leading from Airport Road along the west side of Marcy Field to Route 73 near Hulls Falls Road with associated interpretive signage (the path will traverse approximately 115 feet of wetlands); regrading and landscaping improvements at an existing swimming area on the East Branch of the AuSable River, and; a 10-foot by 15-foot handicapped accessible, concrete fishing access platform with railings adjacent to the East Branch of the AuSable River and associated parking, grading and landscaping. The fishing access platform is to be located 6 feet from the mean high water mark of the East Branch of the AuSable River requiring variances to the 75-foot setback restriction required by §806 of the Adirondack Park Agency Act and the 150-foot structure setback restriction of 9NYCRR Part 577.

Project Description: The applicant proposes an educational retreat center, a new commercial use, utilizing a pre-existing dwelling, parking and trails. The facility will provide overnight accommodations for up to 8 people, day use conferences and retreats for up to 17 people. Breakfast will be prepared on-site for overnight guests; any/all other meals will be catered. The facility will operate year-round. The one-bedroom single family dwelling will be modified to contain a total of four bedrooms. A new on-site wastewater treatment system which has been designed to accommodate up to one permanent resident, 7 overnight guests, and 10 day use participants will be installed. The one permanent resident of the single family dwelling is the only staff person for the commercial use. Located on Lens Lake Road.

Project Description: The action is an Administrative Action for the Watson’s East Triangle Wild Forest (including Bear Pond Road and Tied Lake Primitive Corridors) and Amendments to the Aldrich Pond, Black River, and Independence River Wild Forest Unit Management Plans. The action will close all roads that are currently opened to public ATV use in these areas. The Department has evaluated each road and has determined that it is necessary to close such roads to public ATV use. This action will not effect access to recreational programs by people with disabilities using DEC, CP-3 permits.

Five of these roads (Jackworks and Maple Hill in Aldrich Pond Wild Forest; and Wolfe Lake Landing, Herkimer Landing and South Shore Roads in the Black River Wild Forest) will remain open to ATV access by seasonal permit for those accessing traditional hunting camps and only as a temporary measure not to exceed 3 years in duration.

These actions are being taken to protect the natural resources and wild forest character of the area and to ensure that ATV use is in compliance with the Vehicle and Traffic Law and the Adirondack Park State Land Master Plan. The action will also prevent further degradation on these roads and illegal use of ATV’s off of the roads and into interior areas in both Wilderness and Wild Forest areas.

Four Negative Declarations have been prepared, one for each forest preserve unit.


Clinton County - The Village of Rouses Point, as lead agency, has determined that the proposed Water System Improvements will not have a significant adverse environmental impact. The action involves constructing a new transmission line and elevated water storage tank to increase chlorine contact time and fire flows, constructing sequestrate injection system to resolve lead and copper violations, provide additional zebra mussel protection, and improve distribution system along the transmission main. The project is located in the Village of Rouses Point, Town of Champlain, Clinton County.

Notice Of Acceptance Of Final EIS

Warren County - The Adirondack Park Agency, as lead agency, has accepted a Final Environmental Impact Statement on the proposed Map Amendment 2003-1. The action involves nine separate amendments of the Official Adirondack Park Land Use and Development Plan Map totaling 1,204 acres in the Town of Chester, Warren County.
