The applicant proposes to
excavate two wildlife habitat ponds at his property two miles
east of Natural Bridge, on Slye Road. The site is located approximately 700' south of
Syle Road, 3,000' west of Aldrich Road. One pond would be approximately 50' wide x
125' long x 1' to 4' deep and an adjacent pond would be approximately 170' wide x 210'
long x 1' to 10' deep. The ponds would encroach upon and into regulated freshwater
wetland NB-35, a 2100 acre Class 1 wetland. The site is predominately upland, grading
to wet meadow and sparse scrub-shrub wetland and would border dense coniferous
wetland.

construct two new sidetracks along the CSX Railroad, west of
Belvedere Boulevard on the Fort Drum Military Reservation, for logistical support. The
sidetracks will total 10,000 lineal feet and will permanently impact 0.3 acres of federally
regulated freshwater wetland. The wetland impacts will be mitigated through debiting
from the established wetland mitigation bank on the reservation.
