The New York State Department of Environmental Conservation (Department) administers the Brownfield Cleanup Program pursuant to ECL 27-1400 et seq. The Brownfield Cleanup Program is designed to encourage the remediation of contaminated properties known as brownfields for reuse and redevelopment. Richard Crossen, President of Conifer Development has submitted an application to participate in the Brownfield Cleanup Program. The application was determined to be complete by the Department on April 30, 2004. The property described in the application is located at 100 Fernwood Avenue, Rochester, New York 14623. The application proposes that the applicant will conduct investigation and/or remedial activities at the site. The application proposes that the site will be used for commercial purposes.
The Department will receive public comments concerning the application for thirty days from May 12, 2004 through June 11, 2004. A copy of the application as well as supporting documents (Assessments, Investigative Reports and/or Work Plans) are available by contacting the Departmentís representative at the address listed below or in the document repository for this site located at the Rochester Public Library, 115 Court Street, Rochester, New York.
The referenced documents are draft and have not been reviewed by the Department staff prior to their release for public comment. The Department, in conjunction with the New York State Department of Health, will review these documents during the public comment period.

Wayne County - The New York State Public Service Commission (PSC), as lead agency, has accepted a Final Supplementa Environmental Impact Statement on the proposed petition of Rochester Gas and Electric Corporation (RG&E), Constellation Generation Group, LLC (Constellation), and R.E. Ginna Nuclear Power Plant, LLC (GNP), for Authority under Public Service Law Section 70 to Transfer by Auction Sale the R.E. Ginna Nuclear Generating Plant and Related Assets and for Related Approvals (Case 03-E-1231). RG&E has entered into agreements with GNP and Constellation for the sale of it's interests in Ginna Nuclear Power Plant in the Town of Ontario. Under the provisions of Section 70 of the Public Service Law, this transfer cannot go forward without the approval of the PSC. Under SEQRA, the proposed is a subsequent action to regulatory policies concerning competition in the electric industry which were adopted by the PSC in Case 94-E-0952. Thus the Final EIS, prepared in accordance with Article 8 of the Environmental Conservation Law, is supplemental to a Final Generic Environmental Impact Statement issued in Case 94-E-0952.

Monore County - The Town Board, Town of Parma, as lead agency, has accepted a Final Generic Environmental Impact Statement on the proposed Fairfield Place, a Planned Residential Development. The action involves a project that will provide moderate density, quality housing of various types in the Town of Parma. The development proposal offers a mixture of apartments, town homes, patio homes, and single-family homes intended to be compatible with neighboring uses. In order for the project to proceed, the parcel will need to be re-zoned to Medium Density, with a subsequent approval of permitted uses from the Townhouse Residential District. The 140 acre site is located on the west side of Manitou Road, just north of Ridge Road West, in the Town of Parma, Monroe County. The property addresses are 1617 Manitou Road and 1664 Ridge Road West. The site borders the Town of Greece to the East.
