The applicant proposes to
remove gravel bar deposits in the vicinity of the West Road
bridge over Roaring Brook for the purpose of protecting the integrity of the bridge. A
distance of 450' upstream and 100' downstream will be excavated and gravel deposits
removed from the streambed. The site encounters significant deposits of shaleand gravel
material seasonally from the eroding escarpment and drainage areas of the eastern limits
of Tug Hill. Measures to reduce the need for gravel removal have been implemented
with limited success, including establishment of meanders and vegetative cover. Further
evaluation and techniques to control in-stream impacts are on-going.

The Department has drafted
a renewal permit pursuant to Article 19 (Air Pollution
Control) of the New York State Environmental Conservation Law and Title V of the
Federal Clean Air Act Amendment and made a tentative determination to approve this
application. Newstech St. Lawrence is located in the Town of Newton Falls, St.
Lawrence County, New York. This existing facility manufactures paper from wood pulp.
The Standard Industrial Classification representative of this facility is 2621, Paper Mills.
The facility consists of
two paper machines, one off-machine coater, four oil-fired boilers,
exhaust from a titanium make-up tank, and exhaust from a coating kitchen. In addition to
these sources, the facility has various other sources that are exempt and trivial.
The facility is applying
to renew its Title V permit, and is major for Oxides or Nitrogen
(NOx), Sulfur Dioxide (SO2) and Volatile Organic Compounds (VOCs).
The facility is subject
to 6NYCRR Part 212, General Process Emission Sources;
6NYCRR Part 225, Fuel Composition and Use - Sulfur Limitations; 6NYCRR Part 227,
Stationary Combustion Installations; and 6NYCRR Part 228, Surface Coating Processes.
Persons wishing to inspect
the subject Title V files, including the application with all
relevant supporting materials, the draft permit, and all other materials available to the
DEC (the "permitting authority") that are relevant to this permitting decision should
contact the DEC representative below. It is recommended that an appointment be made
to confirm the availability of the subject files. The DEC will endeavor to make the files
available within 2 business days of contact, during normal business hours (8:30 a.m.
through 4:45 p.m.), unless the requestor wishes to inspect the files at a later date.
DEC will evaluate the application
and the comments received on it to determine whether
to hold a public hearing. A public hearing may be legislative or adjudicatory. A
legislative public hearing is a proceeding which provides an additional opportunity for
public comment. DEC's determination to hold a legislative public hearing will be based
on whether a significant degree of public interest exists. If a legislative public hearing is
to be held, a Notice of Hearing will be published which will include the time and place of
the hearing and submitting comments. The applicant and all persons who have filed
comments on the permit will be notified by mail of the public hearing. Comments and
requests for a legislative hearing should be in writing and addressed to the Department
representative listed below.
An adjudicatory public hearing
is a trial type proceeding which provides the opportunity
for adjudication on the basis of evidence, including direct testimony and cross
examination. An adjudicatory hearing is held only if substantive and significant issues
relating to any findings or determinations the Department is required to make pursuant to
the Environmental Conservation Law exist. A copy of the Department's permit hearing

In accordance with 6NYCRR
Part 621.5(d)(9) and 201-6.4(c), the Administrator of the
Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title
V Facility Permit if it is determined not to be in compliance with applicable requirements
of the Clean Air Act or 6NYCRR Part 201. After the public comment period, the
USEPA will be provided a proposed permit and will have an additional 45 day period for
review. If USEPA does not raise any objection, the Department will issue the permit.

office in Watertown, New York.

The Department has made
a tentative determination to approve the application of
Gouverneur Correctional facility. The State Facility Permit allows the operation of
Emission unit O-MAIN, which includes steam production from 3 oil fired boilers, diesel
generator operation, and exempt and trivial sources. The facility has capped out of Title
V, and PSD. Permitting requirements by tracking and restricting its facility emissions of
NOx, and SO2 below 95 tons per year. The draft permit with conditions is available for
review in the Region 6 NYS DEC office in Watertown, New York.
