The applicant proposes to upgrade its Nott Road Sewer Treatment Plant, and requests a permit modification for the existing permitted discharge of treated municipal wastewater to the Normanskill Creek, a Class"B" waterbody, and spray irrigation water to athletic fields. The modification consists of an increased flow from 2.6 to 3.6 mgd, and a corresponding increase of Total Suspended Solids from 650 lbs/day (30 day arithmetic mean) and 975 lbs/day (7 day arithmetic mean) to 900 lbs/day(30 day arithmetic mean) and 1351 lbs/day (7 day arithmetic mean). Clorination will be replaced by UV disinfection, eliminating the existing Chlorine limits. Interim permit limits consistent with the Town's Consent Order would be inplace until March 31, 2005.
The Department has made a tentative determination to issue a permit modification for a State Pollutant Elimination System permit under Article 17 of the Environmental Conservation Law. This determination indicates that the discharge regulated under this statute is considered to satisfy regulatory standards for permit issuance, based on information available to the Department at this time. As a tentative determination, the Department seeks comments on the proposed regulated activity prior to making a final decision of the permit issuance. As such, this tentative determination does not signify Department approval endorsement of the activity for which a permit is sought or for the overall proposed project. The applicant proposes a
new discharge of up to 100,000 gallons per day of treated
sanitary wastewater to a tributary of the South Chuctanunda Creek, from a tertiary
treatment plant to be constructed on the south side of State Route 159, approximately 1
mile west of Mariaville Lake. The new treatment plant will treat wastewater from the
newly formed Mariaville Lake Sewer District No. 2. This district will serve properties
surrounding Mariaville Lake including those along Route 159, South Shore Road, Shore
Road, Batter Street, Island Drive, Weast Road, Hilltop Drive, Hillside Drive and Spring
Road. In addition to construction the new treatment plant, construction will involve the
installation of 47,600 linear feet of sewer mains. The project will cause temporary
impacts to 0.037 acres of federal wetlands and permanent impacts to 0.076 acres of
federal wetlands. The department has made a tentative determination to issue a permit
for a State Pollutant Discharge Elimination System (SPDES) permit under Article 17 of
the Environmental Conservation Law. This tentative determination indicates that the
