The Department has prepared
a Draft Permit and has made a tentative determination to
approve this application for an Air State Facility Permit. Signore, Inc. manufactures
metal office furniture and coin and key operated lockers. The purpose of this initial Air
State Facility permit is to incorporate all of their existing, previously permitted emission
sources into one facility-wide permit. Emissions of volatile organic compounds (VOCs)
from this facility are limited by the Draft Permit to less than 45 tons per year, along with
limiting hazardous air pollutants (HAPs) to 22.5 tons per year (tpy) and xylene to 9 tpy,
all to avoid the requirements of Title V permitting and NESHAP Subpart RRR Surface
Coating of Metal Furniture. The Draft Permit also contains minimum temperature
requirements on the nonhazardous waste paint sludge incinerator and paint hook furnace
and limits particulate emissions from all sources to 0.05 grains per dry standard cubic
foot and limits their opacity to 20%. Additionally, the Draft Permit requires the facility to
identify and assess possible ways to reduce the use of solvent used in cleaning the interior
of paint lines between color changes.

to construct an automotive dealership located on the south side
of Alvin Road, which will impact approximately 2.55 acres of a 4.6 acre previously
constructed federal wetland mitigation area. In order to mitigate the new wetland loss,
the applicant is proposing to create a 7.65 acre emergent wetland at the Scenic Woods
Open Space Area, located west of East River Road and south of Ransom Road, and
which is owned by the Town of Grand Island.

The applicant proposes to
construct an 18-hole golf course, maintenance building,
irrigation pond and club house on 200 acres of land located on Stolle Road. A septic
system will be installed with design flow capacity of 3,690 gallons per day to service the
club house. The construction will impact 12.49 acres of the 100 foot wide wetland buffer
adjacent areas of State Freshwater Wetlands EA-15 and EA-17. Habitat enhancements to
the wetland buffers will be performed as mitigation. The project also impacts .13 acre of
Federally regulated wetland which will require creation of a .25 acre upland buffer area.
