Permit(s) Applied for: Article 19 Air State Facility
Project is Located: Ellicottville, Cattaraugus County
Project Description:
The Department has prepared a Draft Permit and has made a tentative determination to approve this application for an Air State Facility Permit.  Signore, Inc. manufactures metal office furniture and coin and key operated lockers.  The purpose of this initial Air State Facility permit is to incorporate all of their existing, previously permitted emission sources into one facility-wide permit.  Emissions of volatile organic compounds (VOCs) from this facility are limited by the Draft Permit to less than 45 tons per year, along with limiting hazardous air pollutants (HAPs) to 22.5 tons per year (tpy) and xylene to 9 tpy, all to avoid the requirements of Title V permitting and NESHAP Subpart RRR  Surface Coating  of Metal Furniture. The Draft Permit also contains minimum temperature requirements on the nonhazardous waste paint sludge incinerator and paint hook furnace and  limits particulate emissions from all sources to 0.05 grains per dry standard cubic foot and limits their opacity to 20%.  Additionally, the Draft Permit requires the facility to identify and assess possible ways to reduce the use of solvent used in cleaning the interior of paint lines between color changes.
