The Department has received an Air State
Facility application from Dolomite Products
Co Inc d/b/a Rochester Asphalt Materials, to authorize changes to existing equipment at
its Penfield Plant, located at 746 Whalen Road in the Town of Penfield.
Dolomite Products proposes to replace a
3 ton asphalt batch plant and a 4 ton batch
plant with a single 6 ton asphalt batch plant. The application includes a request to
maintain the present cap on the facility’s potential to emit contaminants below the
thresholds of 6 NYCRR Part 2016 (Title V) for Major Stationary Sources and 6 NYCRR
Part 212.10 Reasonably Available Control Technology (RACT) for Major Facilities.
Revised Special Permit Conditions will limit annual asphalt production to 495,000 tons,
which will restrict carbon monoxide (CO) emissions to less than 100 tons per year. Since
CO is the contaminant emitted at the highest rate by asphalt batch plant production, the
production limit also restricts emissions of sulfur dioxide (SO2), oxides of nitrogen
(NOx), particulate matter (PM), and volatile organic compounds (VOC), to less than the
thresholds in Part 2016 (Title V) and Part 212 RACT, of 100 tons per year each for SO2,
NOx, and PM, and 50 tons per year for VOC.
To verify compliance, Dolomite Products
will be required to maintain logs of monthly
asphalt production, 12 month rolling totals of asphalt production, and calculations of
annual emissions. Records are to be maintained for a minimum of five years, and must
be made available with all supporting data to Department inspectors upon request.
Also as part of this application, Dolomite
Products has proposed to use waste oil,
classified as “Waste Fuel A” in 6 NYCRR Part 225, as a fuel, in addition to natural gas
and #2 fuel oil. Waste Fuel A does not contain chemical waste and is subject to
contaminant limitations specified in Part 225-2.4(b). For all 3 fuels, the contaminant
emitted at the greatest rate remains CO.

for review at the Region 8 NYSDEC
office.
