The applicant proposes to
reconstruct portions of the Small Flats Road, including raising
one 600' long x 48' wide section 1'-2' and one section 1750' long x 48' wide by 1'-2', to
address seasonal flooding problems. In addition, three culverts will be replaced, one to
include a beaver control system to reduce maintenance and alleviate flooding of adjacent
agricultural fields and debris accumulation in an agricultural drainage ditch. The project
will impact the buffer area of regulated freshwater wetland GO-3, a 1080 acre Class II
wetland.

This Department has received
a request to issue a permit and has drafted an Article 19
(Air Pollution Control)
of the Environmental Conservation Law, an Air State Facility
Permit, at the facility located at Barrett Paving Norwood Quarry, St. Rt. 56, Norwood,
NY, 13668.
The Department has made
a tentative determination to approve the application of the
Barrett Paving Boonville Quarry facility, a crushed stone and asphalt production facility.
The State Facility Permit allows the operation of Emission units 1-PLANT, 2-STONE, 3-SCREE, and 4-GENER
which includes asphalt production including waste oil as a fuel,
crushing and screening of stone including temporary portable operations, diesel generator
operation, and exempt and trivial sources. The facility has capped out of Title V, and
NOx RACT. Permitting requirements by tracking and restricting its facility emissions of
PM-10, NOx, and CO below 95 tons per year.
The draft permit with conditions
is available for review in the Region 6 NYSDEC office
in Watertown, New York.
