This Department has received
a request to issue a permit and has drafted an Article
19(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility
Permit, at the John Vespa, Inc. Old Rome State Road quarry located in the Town of
Watertown, Jefferson County, New York. This existing facility is engaged in mining and
processing of nonmetallic minerals. The Standard Industrial Classification representative
of this facility is 1422, Crushed and Broken Limestone.
The facility consists of
three crushers, four hopper/grizzly feeders, two dry screens, one
wash screen, and several conveyors.
Facility Oxides of Nitrogen
(NOx) emissions are capped below Title V and Major Source
thresholds.
The facility is subject
to New Source Performance Standard 40 CFR 60 Subpart OOO,
Standards of Performance for Nonmetallic Mineral Processing Plants; 6 NYCRR Part
225, Fuel Composition and Use - Sulfur Limitations; and 6 NYCRR Part 227, Stationary
Combustion Installations.

The applicant proposes to
expand a 47 acre sand and gravel mine to include an additional
59.5 acres. The mine is located approximately 1 mile South of the City of Watertown,
with access 1'000 feet Northeast of the intersection of Gifford Street Road and Gotham
Street Road. It is further located East of Gotham Street Road (NYS Route 12), West of
Overlook Drive and North of East Gotham Street Road. Much of the site has been
affected by previous mining activity over many years. Three acres will be reclaimed
during the proposed five year permit term. There are no plans to mine within the
proposed expansion area during the next five year permit term.
