Permit(s) Applied for: Article 19 Air State Facility
Project is Located: Staten Island, Richmond County
Project Description:
The Department has made a tentative decision to approve an application to surrender the permit and to approve emission reduction credits (ERCs) for the past reductions which were the result of shutdown of GATX Terminals Corp. With this permit modification the applicant will be establishing emission reduction credits for 124.92 tons per year of Volatile Organic Compounds (VOC) in accordance with 6 NYCRR Part 231, "New Source Review in Nonattainment Areas." The ERC applications received from GATX Terminal Corp. had requested 191.42 tons of VOC ERCs; however, 66.5 tons of these were from the shutdown of units or operations that were not subject to 6 NYCRR Part 201. For these particular emissions the applicant will be applying for ERCs in accordance with 6 NYCRR 231-2.6(a)(7)(iv); requiring a site specific revision to the States Implementation Plan. Persons wishing to inspect the subject files that are relevant to this permitting decision should contact the DEC representative listed below.
