Applicant proposes to operate a temporary dewatering system for the excavation and construction of a foundation for a proposed building located at 3003 Emmons Avenue with a maximum discharge of 3,200,000 gallons per day.  Pumped groundwater discharge is to be directed into the existing catch basin located at the corner of Emmons Avenue and Nostrand Avenue which is connected to a 30" storm water pipe that discharges into Sheepshead Bay through outfall CI-610 on East 27^th Street.

The Department has made a tentative decision to approve an application to surrender the permit and to approve emission reduction credits (ERCs) for the past reductions which were the result of shutdown of GATX Terminals Corp. With this permit modification the applicant will be establishing emission reduction credits for 124.92 tons per year of Volatile Organic Compounds (VOC) in accordance with 6 NYCRR Part 231, "New Source Review in Nonattainment Areas." The ERC applications received from GATX Terminal Corp. had requested 191.42 tons of VOC ERCs; however, 66.5 tons of these were from the shutdown of units or operations that were not subject to 6 NYCRR Part 201. For these particular emissions the applicant will be applying for ERCs in accordance with 6 NYCRR 231-2.6(a)(7)(iv); requiring a site specific revision to the States Implementation Plan. The applicant proposes to install an Intelligent Transportation System (ITS) along portions of the Staten Island Expressway, Martin Luther King Expressway, West Shore Expressway and the Korean War Veterans Parkway. The project will include a communication and electric power conduit system, CCTV cameras, radar detectors and variable message signs. Portions of the project sites are adjacent to NYSDEC mapped freshwater wetlands and tidal wetlands. Proposed work within wetland adjacent areas include conduit and sign structure installation. No work is proposed to take place within any wetland areas. Vegetation, biotechnical and structural measures will be utilized in controlling soil erosion. Small work zones are proposed to minimize land disturbance. Disturbed areas will be revegetated upon completion of earthwork.
