The Town of Webb proposes
to operate a sand and gravel pit on a 9000 acre parcel under
their ownership. The life of mine boundary of the pit and the area to be affected during
the coming 5 year permit term will be 2.5 acres. The project will include on-site
processing of mining products (portable screening and crushing plant). The proposed pit
is located lies on the north side of Trail #1 approximately two miles north of the
intersection of State Route 28 and North Street in the Town of Webb.

This Department has received
a request to issue a permit and has drafted an Article
19(Air Pollution Control) of the Environmental Conservation Law, an Air State Facility
Permit, at the Bach & Company Quarry located in the Town of Clayton, Jefferson
County, New York. This existing facility is engaged in mining and processing of
nonmetallic minerals. The Standard Industrial Classification representative of this facility
is 1422, Crushed and Broken Limestone.
The facility consists of
two crushers, four screens, conveyors, and exempt (less than 400
horsepower) diesel powered generators.
Facility Oxides of Nitrogen
(NOx) emissions are capped below Title V and Major Source
thresholds.
The facility is subject
to New Source Performance Standard 40 CFR 60 Subpart OOO,
Standards of Performance for Nonmetallic Mineral Processing Plants; 6 NYCRR Part
225, Fuel Composition and Use - Sulfur Limitations; and 6 NYCRR Part 227, Stationary
Combustion Installations.

reconstruct a previously deteriorated earthen dam,
approximately 175' long x 200' wide x 6' high at his residence North of CR 90, 1 mile
East of the Village of Mannsville. A 24" dual wall polyethylene pipe with an Agri Drain
water level control structure would be installed, as well as a 10' wide stone lined
emergency spillway. The pond would provide aesthetic enhancement, recreational value
and significant shallow marsh wildlife habitat.

This Department has received
a request for a permit to construct and operate air pollution
sources and has drafted pursuant to Article 19 (Air Pollution Control) of the
Environmental Conservation Law, an Air State Facility Permit, at the facility located at
Mohawk/Oneida Correctional Facility, Town of Rome, Oneida County, New York. This
portion of the facility is engaged in providing heat and emergency power for the entire
Mohawk/Oneida Correctional Facility. The Standard Industrial Classification
representative of this facility is 9223, Correctional Institutions.
This permit allows for the
construction and operation of four new boilers (Emission Unit
1-POWER) capable of burning natural gas and No. 2 fuel oil. Each of the four boilers has
a maximum rated heat input of 83.4 million Btu per hour. The permit allows for operation
of the four existing boilers (Emission Unit 0-0MAIN) capable of firing natural gas and
No. 6 fuel oil until the time that they are all removed. During this construction and
removal phase the permit also allows for operation of a temporary package boiler. In
addition the facility also operates five diesel generators. The generators are included in
the permit as part of the State's Coordinated Energy Demand Response Program (CDRP).
Facility emission of Carbon
Monoxide (CO), Oxides of Nitrogen (NOx), and Sulfur
Dioxide (SO2) emissions are capped below Title V and New Source Review Major
Source thresholds.
The four new boilers are
subject to New Source Performance Standard 40 CFR 60
Subpart Dc, Standards of Performance for Small Industrial-Commercial-Institutional
Steam Generating Units. The new, existing and temporary boilers and the diesel
generators are subject to 6NYCRR Part 225, Fuel Composition and Use - Sulfur
Limitations; and 6NYCRR Part 227, Stationary Combustion Installations.
