re-issue the following EPA minor Private/Commercial/Institutional State Pollutant
Discharge Elimination System (P/C/I SPDES) permit. DEC has made a tentative
determination to re-issue this permit for a five-year period, maintaining the current
effluent limitations and monitoring and reporting requirements. This permit involves 13
outfalls totaling 30,850 gallons per day. Thirteen thousand gallons per day is a surface
discharge to the Hudson River and 17,850 gallons per day is to groundwater.

The
applicant as developer of the Park Lane Subdivision has applied for re-issuance of
its permit to complete construction of the proposed Forest Lake Drive on the west side of
Forest Lake, portions of which are located within 100 feet of Wetland G-8 (Class II). This
road construction includes a revised design for the proposed retaining wall along a section
of the road. In addition, completion of the road requires construction across the wetland
at the outlet of Forest Lake below the dam and connection to Park Lane.
To
mitigate for loss of wetland due to the road crossing, the sponsor has proposed a
wetland construction project at the north end of the lake within an old abandoned
property road.
In
addition, the applicant has proposed to construct houses on and develop lots A-7, A-8, and A-9 that
adjoin Forest Lake within Phase X of the subdivision.
