The Department has prepared
a draft permit and has made a tentative determination to
approve this application for an existing facility proposing an interim plant stabilization
upgrade involving replacing two existing 400 hp boilers and two 200 hp boilers with five
new 750 hp boilers. The primary fuel will be digester gas with natural gas as back up;
replace six existing waste gas burners with three new ones; replace two 3800 kw turbine
generators with six 2000 kw new ones. There will be seven activated carbon adsorption
units to treat exhaust; exhaust will be treated with four activated carbon units. The facility
intends to limit NOx, VOCS and HAPS to less than 22.5 tpy thereby capping out of Part
231-2 New Source Review. Persons wishing to inspect the subject files, including the
application with all relevant supporting materials, the draft permit, and all other materials
available to the DEC that are relevant to this permitting decision should contact the DEC
representative listed below. It is recommended that an appointment be made to confirm
the availability of the subject files. A public hearing under 6 NYCRR 621.7(c) may be
held if a significant degree of public interest exists.

proposes to cap NOx and VOC to below 25 tpy in order to comply with the provisions
under 6NYCRR 201-7. Persons wishing to inspect the files including the application with
all relevant supporting materials, the draft permit, and all other materials available to the
DEC (the "permitting authority") that are relevant to this permitting decision should
contact the DEC representative listed below. It is recommended that an appointment be
made to confirm the availability of the subject files. The DEC will endeavor to make the
files available within two business days of contact, during normal business hours (8:30
am through 4:45 pm), unless the requestor wishes to inspect the files at a later date. A
public hearing under 6NYCRR 621.7(c) may be held if a significant degree of public
