ENB Region 8 Completed Applications 03/24/2004

The applicant proposes to construct approximately 500 lineal feet of new, 8-inch water main along Walker Rd. in the Town of Hamlin, Monroe County connecting two separate water systems in order to improve hydraulic conditions.  The project involves boring under the Lake Ontario State Parkway and placing approximately 150 lineal feet of new water main in the adjacent area of the Class II  freshwater wetland, HM-14.

The Department has received an application to create Town of Murray Water District #11 and to take for use therein a supply of water estimated to average 54,700 gallons per day from the Village of Albion's and the Monroe County Water Authority's Lake Ontario source to serve 164 individual homes.  This project involves the installation of 59,280 linear feet of 8 inch PVC water main, valves, hydrants, and appurtenances along existing road corridors, partially within the 100 foot adjacent areas of Freshwater Wetlands CK-6, HO-23 and HO-25, and crossing West Branch of Sandy Creek by means of directional boring.  The Department has made a tentative decision to approve this application and is seeking public comment prior to making a final decision on permit issuance.

The applicant proposes to construct approximately 1100 L.F. of haul road in conjunction with the development of a new sand and gravel mine.  The road construction will be partially within the adjacent area of NYS freshwater wetlands.  The mine site is east of the Cohocton River between County Rt. 125 and the Southern Tier Expressway, approximately 1.5 miles north of the Village of Campbell.  The mine will operate as a traditional drag-line, subsurface operation below the local water table.  Processing of the dewatered material will be done on-site using a crusher and screen.  A closed loop wash plant will be used to finish processing material into cleaned and sized salable sand and gravel aggregate products.  Erosion and sediment controls will be installed as needed to prevent surface run-off from entering the wetlands.  The mining application has been previously noticed and afforded an opportunity for public comment.  

The applicant proposes a new discharge of a maximum of 780 gallons per day of non-contact cooling water filter backwash to new outfall #1 and storm water to new outfall #2, to an onsite pond and groundwater, from the existing Harbec Plastics, Inc., a model making and injection molding facility.  The Department has made a tentative determination to issue a new SPDES permit for these discharges.  As a tentative determination, the Department seeks comments on issuance prior to making a final decision.  The file is available for review at the Region 8 office.
