The applicant plans to operate a laundromat
and proposes a discharge of 56,000
gallons per day of laundry wastewater to groundwater from an Aquarelle Generation II
filtration water treatment system at the applicant’s facility located at 1472 Deer Park
Ave, North Babylon, Babylon Town, Suffolk County. The Department has made a
tentative determination to issue a permit for a State Pollutant Discharge Elimination
System permit under Article 17 of the Environmental Conservation Law. This tentative
determination indicates that the discharge regulated under this statute is considered to
satisfy regulatory standards for permit issuance, based on information available to the
Department at this time. As a tentative determination, the Department seeks comments
on the proposed regulated activity prior to making a final decision on permit issuance.
As such, this tentative determination does not signify department approval for, or
endorsement of, the activity for which a permit is sought or for the overall proposed
project.

The applicant proposes to
demolish two existing dwellings and to construct a 7,950 sq. ft.
building with retail on the first floor and a restaurant/bar on the second floor. The
construction of a 4,147 sq. ft. office and warehouse building, a 1,000 sq. ft. cold
storage/ice plant building, and a 440 sq. ft. fuel tank is also proposed. The applicant also
proposes to construct 115 parking spaces, to install new septic and drainage systems, and
to revegetate some areas of the site which are currently cleared/disturbed, reducing the
total proportion of the site cleared to less than 50%. The purpose of the project is to
expand and increase the economic viability of the commercial fishing operation which
