The New York State Department of Environmental Conservation (DEC) has reviewed and approved a comprehensive performance test/trial burn (CPT/TB) plan for the existing rotary kiln incinerator (RKI) located at Kodak Park, under both RCRA and Maximum Achievable Control Technology (MACT) rules for hazardous waste combustors. DEC is required to provide this notice to local government and the public. This plan was approved on March 10, 2004, revised from a previously approved plan due to changes in operational requirements. The CPT/TB is currently scheduled to begin on March 29, 2004 and will continue intermittently up to April 30, 2004. Delays in the schedule are possible, however.
The CPT/TB are a comprehensive series of tests being performed at the request of DEC to demonstrate compliance with the performance standards of state requirements for operating incinerators and the federal requirements for standards of air emissions from hazardous waste incinerators. Kodak has opted to perform a joint test under both rules. Kodak has also submitted a continuous emission monitoring systems (CEMS) Performance Evaluation Test (PET) plan, which is also being approved by the Department. Data from the testing will form the basis for possible permit modifications for the RKI.
