NOTICE IS HEREBY GIVEN that pursuant to Section 120-w of the New York General Municipal Law, the ISLIP RESOURCE RECOVERY AGENCY ("IRRA"), Suffolk County, New York intends to solicit proposals for a FLY ASH MODIFICATION for the IRRA’s MacARTHUR RESOURCE RECOVERY FACILITY located in Ronkonkoma, New York.

REQUEST FOR PROPOSALS NO. IRRA 2004-4
A draft Request for Proposals consisting of the Advertisement for Proposals, Information for Proposers, Form of Proposal, Form of Proposal Bond, Form of Contract, Form of Performance Bond, Form of Labor and Material Payment Bond, General Specifications, special Conditions, Drawings, Specifications and Addenda may be obtained or examined on or after March 19, 2004 at the Islip Resource Agency, 401 Main Street, Islip, New York 11751 during the business hours of 9:00 A.M. to 4:40 P.M., Monday through Friday.
The draft Request for Proposals shall be subject to a sixty-day comment period. All comments concerning the draft Request for Proposals shall be addressed to Paul DiMaria, P.E., Chief Engineer, at 401 Main treet, New York 11751 no later than 4:00 P.M. prevailing time on May 17, 2004.
There will be a MANDATORY pre-proposal conference and site meeting held on Thursday, May 6, 2004 at 10:00 A.M. at the MacArthur Resource Recovery Facility, 4001 Veterans Memorial Highway, Ronkonkoma.
A charge of $200.00 in the form of a Certified Check or Money Order, made payable to the ISLIP RESOURCE RECOVERY AGENCY, will be required for each set of for Proposers, Form of Proposal, Form of Contract, Plans and Detailed Specifications. All proposers and non-proposers returning such set in good condition within 30 days after the date of receipt of bids will be refunded the sum of $200.00.
Each proposal must be accompanied by either a Certified Check on a solvent bank or Trust Company acceptable to the IRRA, or a bid bond from a surety prepared in such form as is acceptable to the IRRA. The Certified Check or bid bond shall be in the amount of 10% of the total proposal price and be made payable to the Islip Resource Recovery Agency as assurance that the contract will be executed, if awarded to such proposer.
The IRRA reserves the right to reject and or all proposals in whole or in part, to negotiate with any proposer, to waive any informality in any or all proposals and to accept the proposal or part thereof which it deems most favorable to the IRRA after all proposals have been examined and checked. No proposal shall be withdrawn for a period of forty-five (45) days after being submitted. In the event the proposals are rejected or no proposals are received, the IRRA Secretary is authorized to re-advertise for proposals upon direction of the President.
Attention of proposers is particularly called to the requirement as to conditions of employment to be observed. The minimum wage rates to be paid for under the contract and all applicable local and State laws.

Suffolk County - The New York State Department of Transportation, as lead agency, has determined that the proposed NY 114 Traffic Calming Bay Street to Village Line will not have a significant adverse environmental impact. The action involves 40 mm resurfacing, median/safety islands, curb extensions, pavement texture variations, crosswalks, bicycle lanes, sidewalks, lighting, gateways and other landscape treatments. The project is located in the Village of Sag Harbor.

Suffolk County - The Zoning Board of Appeals of the Town of Riverhead, as lead agency, has determined that the proposed Special Exception of LIPA/Keyspan, Edwards Ave substation may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves construction and connection of a new electric power distribution substation upon 6.89 acres of land zoned Industrial A and conveyed to the utility's ROW property containing existing transmission lines. As a public utility improvement, the intent requires a special exception pursuant to Section 108-54B of the Town Code and buildout is ultimately subject to site plan approval of the Town Board. The project is located on the west side and approximately 1,100 ft. west of Edward Ave. and approximately 2,000 ft. north of Middle Country Rd. (SR25), Calverton, Riverhead Township.

Nassau County - The Roosevelt Union Free School District and the New York State Education Department as co-lead agencies, have accepted a Draft Environmental Impact Statement on the proposed Roosevelt Union Free School District. A public hearing on the Draft EIS will be held on March 23, 2004 at 7:00 - 9:00 p.m. at the Washington Rose Elementary School located at Washington and Rose Avenues, Roosevelt, NY, and on March 25, 2004 at 6:00 - 7:30 p.m. at the Harry Daniels Primary Center, located at Oakwood and Lincoln Avenues, Roosevelt, NY. The project involves the implementation of a District-wide improvement program to relieve severe overcrowding, degraded physical conditions and/or inadequate and deficient equipment in the District’s schools. As currently contemplated, the Proposed Action would replace four existing elementary schools with three new (replacement) elementary schools, construct of a new (replacement) middle school and a new (replacement) high school, demolish the three elementary schools to be replaced and the existing junior-senior high school (likely in phases), shift Central Administration to the Harry Daniels Elementary School, and make the pre-kindergarten program universal and include such a program in each of the new elementary schools. The project is located at 240 Denton Place, Roosevelt, NY.

Nassau County - The Board of Trustees Incorporated Village of Flower Hill, as lead agency, has accepted a Draft Environmental Impact Statement on the proposed Application for Site Plan Approval and Modification of Declaration of Covenants and Restrictions, proposed St. Francis Hospital Master Facilities Project. St. Francis Hospital has applied to the Incorporated Village of Flower Hill for an expansion of its existing facility. The project includes the construction of new clinical, diagnostic and treatment space, patient care areas, improvements to existing support services, enhancements to the physical plant and expansion of parking facilities and site amenities. The new construction would include 154,000 square feet of new hospital space, 75,000 square feet of renovations, Central Utility Plant renovations including a 700-square-foot chiller plant expansion, construction of 345 below-ground parking spaces and associated site improvements. Total patient care capacity would increase by 85 beds for a new licensed capacity of 364 beds. Demolition of the St. Joseph, St. Rose and Our Lady Pavilions is also proposed.
Public Hearing: A continued combined hearing on the DEIS/Site Plan and request for Modification of the Declaration of Covenants and Restrictions will be conducted on April 14, 2004 at 8:00 p.m. at the Village Hall of the Incorporated Village of Flower Hill, One Bonnie Heights Road, Manhasset, New York.
Public Comment Period for DEIS: Public comments on the DEIS will be accepted at the continued public hearing, and the written comment period on the DEIS has been extended to April 26, 2004. Written comments should be directed to the contact person listed. The DEIS is available for public review at the office of the contact person and at the Port Washington Public Library, One Library Drive, Port Washington 11050; the Roslyn (Bryant) Library, 2 Paper Mill Road, Roslyn 11576; and the Manhasset Public Library, 30 Onderdonk Avenue, Manhasset 11030.
