ENB Region 6 Completed Applications 03/17/2004

The applicant proposes to construct a paved heavy truck bypass road to the Village of West Carthage Sewage Treatment Plant.  The proposed road would be approximately 1400' long x 32' wide and would enter the property from NYS Route 26, approximately 1 mile North of the Route 26 and NYS Route 126 intersection.  The roadway would eliminate heavy truck traffic on Hewitt Drive, a narrow residential roadway.  The road would result in the loss of approximately 17, 400 square feet of wetland identified by the U.S. Fish and Wildlife Service on their National Wetland Inventory Map.

The applicant requests Water Quality Certification for the continued operation of the existing Piercefield project (installed generating capacity of 2.7 MW) located on the Raquette River below the outlet of Tupper Lake in the towns of Piercefield and Altamont, respectively, St. Lawrence and Franklin counties.  The Water Quality Certification is part of an application to the Federal Energy Regulatory Commission (FERC) for a new license; Project No. 7387.  A draft Water Quality Certification is available for public review at the DEC Region 6 office.
